#2 Didn't say where the van was abandoned, or where it was first seen. Might have been a lot of civilians close by.

#3 They probably didn't smoke 'em because they could not be positive it wasn't a band on the way home from playing at a wedding. It is my understanding that they have to have positive ID on a target before hitting it with bombs, missiles, or artillery, and that's tough to do from an F-16.

#4 The ROE are always slanted on the side of caution which is probably correct when you think what a mess a 2000lb JDAM can do to a fluffy duck. In this case however perhaps "inter-service communication" could of continued in the form of an army UAV finding out where these fuckers went.
