#5 It was not clear why Arab opposition alone scuppered the arrangements

I'll throw out a few conjectures:

a) They thought the war could be headed off without Hussein losing his position,

b) It would've set a bad precedent for the other Arab dictators,

c) Nobody wanted Hussein in the neighborhood,

d) Given the commentary in this article, they figured the familiarity of a repressive Iraqi government killing its own citizens was better than the uncertainty of a successor government on the rest of the Arab world.
