#1 Maybe they should replace the water jets with something a bit more 'potent' - perhaps some 30 mm cannon? Ought to suffice against small speedboats, and 'discourage' them from coming around again.

#4 Why don't the shipping companies start to install ships armories with 25 or so shotguns. A combination of 00 buckshot and 12ga. emergency flares would ward off pretty much any of the scurrilous bastards floating around out there.

Load the shotguns with rock salt and bacon rind... Being permanently implanted with pork will nmake some of those boys thing hell awaits... Can't enter heaven with pig fat in your backside...
