Hopefully with lots of strings attached. Eg.after 1 month with no violence against Israelis $X, when all Arafat's secret accounts are tracked down and emptied into general PA funds $Y (not that they'll need it then, but still), and so forth. That also makes it highly likely the pledged monies will never be disbursed.
