#4 One wonders why is was the TWO FILES described were not transmitted to American authorities BEFORE the bomb plot originating in Canada was discovered by a US border guard and before 11 September 2001. As for sharing FILES for criminal prosecution with foreign governments, AMERICA has a cooperation problem too.
