#1 A Duval County Public School spokesperson told the station that a staff member was confused about the difference between its employee dress code and the student dress code.

....and advised that federal judicial system has already ruled on the issue, and that the district couldn't afford a civil rights suit and any pay raises at the same time.

#2 Confused my whatchamacallit. This wouldn't have happened if there were not an atmosphere in the school which suggested and justified such actions on the part of the moron in question. They got busted, is all.
