#2 Yes, the US could learn a few things using these techniques. I would recommend that all people on relief should have their thumb prints on file. When they pick up their check, and they must, they have to use their thumb print as identification. That might make so of the readers here panic at the thought; however, this technique is used for Global Entry Passes.

#3 Reference #2. Biometric identification is easy enough to do. The fact that it is NOT being employed tells you cheating and corruption are encouraged, as opposed to prohibited.
