Obey the letter of the law or modify it by the Article V process. Anything else is just the exercise of pure POWER rending law as simply anything those in power declare it to be at anytime they so wish, the capricious and arbitrary rule of men previously known as monarchy or aristocracy.

The colonel instructs the Major, "we must send at least 50 men to the parade". The Major instructs the Captain, we must send two platoons to the parade". The Captain informs the First Sergeant to assemble the entire company, less the mess section, for parade.
