#1 If it was a state-sanctioned killing - it was a bit too obvious in broad daylight. Also, lacking in precision - 15 or 16 shots by an AK is far more than necessary.
The response of the rioters seems to be a direct provocation by Al Shabaab. Evidently they wield more influence in the suburbs of Mombasa than the Kenyan authorities were willing to admit.

The area known as Old Mombasa and the neighborhood around it is 'Arab'; i.e. muslim. It's always been problematic.
