#2 I believe it was a 'kill or capture' mission.

I'm more inclined to think it was a straight kill, or possibly kill-and-vacuum (intel).

Capturing would have meant considerable questioning and subsequent embarrassment of our Pakistani 'allies', particularly the politicians. Using local sourced wet-workers may have been difficult or impossible. Especially if the time-window was narrow.
