#2 Why? Because as the State Department puts it, it is the "frustration" with and "perception" of Israel's policies that drives Palestinian terrorists to murder Israelis.

#3 Since the perception comes directly from PA/Hamas/all other Moslem/Arab/Iranian/etc. groups' incitement going back to the 1920s, a disinterested observer would understand Israel is not the party at fault for the result.
