It's the usual third world response in draining the swamp. Makes it hard for guerrillas to swim among the population if the population isn't there to swim among.

#3 There is indeed a danger for the Nigerian army: you can be so heavy-handed that you end up pissing off the people more than Boko Haram has. They might want to study what worked and didn't work for us in Iraq.
