#3 I can't imagine they can keep the location secret, if there is one. Nor protect it from attack from Israel (or now, the US) - especially in the current chaotic environment. (It would be interesting to see if anyone has developed an idea I had for a deep-penetrating bomb...)

#4 Iranian contingency facility, back-up plan against strikes in Iran? It doesn't seem reasonable that Syria could afford any active nuclear program considering all of the other things going on. It would make more sense to send their experts to a friendly nuclear power such as, hypothetically, North Korea as interns in the interim...
