#3 The look out for crazies has to begin at the local level. Schools and parents and such should be reporting the sort of thing the students were saying after the fact.

#6 I would think that in Florida a Hispanic name would equal Cuban exile/Conservative and thus he might get extra attention from liberal authority figures when he stepped out of line.
