#1 Marwan Barghouti is currently in prison in Israel but I suppose that wouldn't keep him from running if there were really an election.

He could address people via skype.

He could blog speeches.

and, the best part is that Israel protects him from assassination by Hamas or ISIS by keeping him safe in prison.
