Its very easy, Congress should demand that she turn over all server records for the years she was Sec of State.
If these are not available (as I suspect the server was lost in the pond the investigation then goes through government email looking for any emails sent to her private email and determine if anything secret went out.
That still leaves emails sent from private to private but I'm not sure how those could ever be discovered at this point unless someone turns a dime on the Clintons.

If someone really wants to put the screws on them, it wouldn't be that hard.
Get the IT people that set this up for her in a nice, quiet and private location on the DL. They knowingly broke the law to set this up. Tell them unless they work undercover and help, they are getting hit with fines and going to a federal prison.
Have them get all the data on the server install and copies of the server mail store data. Then use it to put Clinton in prison.
However, I doubt anyone is going to put the screws to the Clintons, even though they are damaged political goods at this point. They still pull in too much money for the dhimocrats. If that stops, expect the wolves to circle and the Clintons to be savaged and we will see if they have enough dirt on their fellow donks to keep from being eaten.
[Daily Caller] The Department of Justice blocked an attempt to force the Internal Revenue Service to search for Lois Lerner's missing emails at off-site storage facilities, according to a lawyer pushing to obtain the emails.
The IRS never looked for Lerner's backup email tapes at the West Virginia storage facility where they were being housed. Treasury deputy inspector general Timothy Camus told Congress that the IRS never asked IT professionals at the New Martinsville, W.V. storage site for the backup tapes. Camus only found the backup tape for Lerner's missing 2011 emails about two weeks ago. Smells like potential criminal activity to me.

This may be off topic but I was so pissed off last night when the ABC's World News Tonight started that Mrs. Uluque made me change the channel. They led with the story of Holder's bogus Ferguson report instead of Netanyahu's speech before Congress. I don't know if they ever said a single word about Netanyahu but I kinda doubt if they did. They certainly didn't talk about Lerner's email. It's pretty clear that ABC's news department is taking its orders directly from the White House. They aren't just leaning left, they're in Obama's back pocket.

And I'm sorry to disappoint you all but Holder won't be going to jail. He'll get a presidential pardon in January 2017 if we can get his boss out of the White House. Otherwise he won't need a pardon. ABC won't mention that either.

Its shit like this that brings out assassins. By God, I do not want to see our society descend to that, but keep this up and someone capable of it will eventually try to take the law into his own hands and pick a politician as his focus. Which will then cause an even bigger crackdown by the elites, which will trigger even more people... nasty spiral, leading to anarchy.

'I'm not saying the president called anyone personally,' a current White House staffer told Daily Mail Online.

Appears most dutifully complied with the White House guidance. I've not seen a single black face in video pans of the attendees.

They skip Netnayahu's speech but they wouldn't skip a speech by the leader of a regime (Soudan's) that is still trading Blacks slaves.
