These terror groups, he said, "pursue a few objectives" in Afghanistan, the main among them being "revival of the Islamic Emirate of Afghanistan, targeting India’s interests and goals in Afghanistan" and forming "strategic alliances with international terrorist networks in the region and world." These groups also seek withdrawal of foreign forces from Afghanistan, creating bases and safe havens and using them as a platform for "undermining and toppling" Central Asian "secular" governments, Mr. Saikal said.
They also pursue the objective of creating "sanctuaries and safe havens" in tribal areas between Afghanistan and Pakistain and along the Durand Line, the 2,430-km-long international border between Pakistain and Afghanistan.

[DAILYCALLER] Former Taliban leader Mullah Akhtar Mansour is believed to have stolen vast sums of money from the terrorist group’s coffers in an apparent attempt to protect himself while his men were being killed in Afghanistan, according to U.S. Gen. John Nicholson.
The revelations regarding Mansour’s corruption exemplify a larger problem within Taliban ranks as leaders continue to skim money from the organization to live in "sanctuary," Nicholson told news hounds during a briefing over Skype. In Mansour’s case, stealing money did little to save him, as he was killed in a U.S. drone strike May 21.
"We also see evidence that Mansour had misdirected a lot of the Taliban revenues for his own purposes," said Nicholson. "And in fact, since his death, because of his tight control over Taliban finances ... the Taliban are having trouble getting control of their own finances."
Nicholson claimed Mansour’s death has significantly disrupted Taliban operations, despite the group’s claims it has successfully transitioned to a new leader, Mullah Haibatullah Akhundzada ...Deputy to Taliban supremo Mullah Akhtar Mansour... . The quick replacement of Mansour, which occurred within a week of his death, was reportedly not inclusive and has "exacerbated" existing tensions previously seen within the group’s leadership.

Moroccan security authorities revealed yesterday that they launched a coordinated campaign on the 19th of July under the supervision of the prosecution services that targeted 143 people suspected of being affiliated to extremist organisations including ISIS. This campaign is the largest to be launched in the country to combat terrorist threats to the security and stability of it.
The authorities said that of those 143 individuals, 52 people were put on remand in light of terrorist threats that are continually growing at both a regional and international level. According to a statement released by the Ministry of Interior, a copy of which Asharq Al-Awsat received, this pre-emptive operation involved suspects that belonged to various ranks of terrorist organisations and are from different regions of the Kingdom. It added that they are accused of plotting numerous terrorist attacks that they intended to carry out in the near future within the country and abroad. They are also accused of using social networking sites to spread propaganda for ISIS and other terrorist organisations, and corrupting minors in order to plunge them into hotbeds of conflict.
The statement added that as a result of searches carried out at the homes of suspects, many pamphlets and documents relating to how to manufacture explosives, poisons and techniques for remote detonation were seized. Instructions on how to use various firearms in addition to a collection of books that permit suicide attacks and flags with ISIS’ emblem were also found.
According to the same source, firearms, cold weapons, a quantity of live ammunition, cans containing screws and a range of electrical equipment and wires that are used to make improvised explosive devices were also seized.

[BREITBART] Jihad Ahmad Diyab, a former Guantánamo Bay detainee who was released to Uruguay as part of a deal between the White House and the socialist government of former President José Mujica, has surfaced in Venezuela after his disappearance a month ago. He is demanding to be flown to The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire.... to reunite with his Syrian family.
The News Agency that Dare Not be Named reports that Uruguayan officials have confirmed that Diyab has resurfaced at the Uruguayan consulate in Caracas, demanding to be sent anywhere but Uruguay, but preferring Turkey. "He expressed clearly that in no case was he interested in returning to Uruguay, but required the assistance of our country for his proposal," the Uruguayan Foreign Ministry confirmed in a statement.
Uruguay had granted visas to Diyab’s family members to come live with him in the South American country, which will now be revoked, as he refuses to return. Diyab is not wanted by any government and free to travel to Turkey if he so chooses, but does not have the funds to do so and is requesting Uruguay pay for his flight.
The Uruguayan government has refused to pay his flight to Turkey, calling such a move "inappropriate" because of his repeated declarations that he would rather be anywhere else on earth but Uruguay. He is free to return to Uruguay at any point, however.
Diyab had been missing since late June, when he traveled to the Uruguay-Brazil border, allegedly to spend the end of Ramadan there. A report in early July suggested that Diyab had reached Venezuela, though it did not specify where in Venezuela he had arrived or why he chose that nation. Diyab allegedly told Uruguayan consulate workers that he had taken a bus out of Brazil to Venezuela.
Uruguay agreed to take six former Guantánamo Bay detainees in 2014, all of whom at some point in time have participated in protests against Uruguay. Their inability to speak Spanish made finding a job in the nation’s capital extremely difficult, and adjusting to Latin American culture proved a challenge. Some refused to get jobs or take government-provided Spanish lessons. Two of the men endured short-lived marriages, annulled after domestic abuse claims.
One Uruguayan official, shortly following Diyab’s disappearance, was quick to remark that the former jihadi detainee was "Brazil’s problem" now.
Kelly Keiderling, the American ambassador in Montevideo, has expressed concern ...meaning the brow was mildly wrinkled, the eyebrows drawn slightly together, and a thoughtful expression assumed, not that anything was actually done or indeed that any thought was actually expended... with Diyab’s behavior. "Anyone like Diyab concerns us once they have been in Guantánamo," she said, "In the security world, we do everything possible to understand what could be the threats and see if there are ways to mitigate them."

[BREITBART] Shiite Iran’s terror proxy Hezbollah ("The Party of God") has registered as an official political party in Peru’s Abancay province, home to the largest Moslem community in the country, reveals an exclusive report by the Peruvian Latina news agency.
Titled, "Hezbollah: has arrived in Peru and announces the registration of its new political party," the report aired in late June on Latina’s television program Punto Final.
Hezbollah, a terrorist group primarily based in Leb, has reportedly gained followers in the mountainous region of Abancay. The Shiite group has long maintained a presence in Latin America as a proxy of Iran.
"Allahu Akbar," shout the Hezbollah followers featured in the news program.
The phrase, which means "Allah is the greatest," is "the ubiquitous battle cry of Islamic jihadists as they commit mass murder," explains Breitbart News.

The German leader, who cut short her summer holiday to speak after a string of Islamist attacks rocked the country, said the entire continent was being “ravaged” by terrorism.
She described recent attacks in Ansbach, Wurzburg and Munich as “horrifying and depressing” but insisted Germany would not turn its back on people fleeing the Middle East.
In the wake of the killings, Mrs Merkel said Germany now needed a better “early warning system” to spot radicalised Muslims among the newly-arrived migrants.
She said the central government would “redouble its efforts” against the threat, increasing staff numbers and resources for security services.

Decision challenged

Al-Fauz is in the custody of Pak authorities in Karachi, from where the 10 krazed killers, armed with AK-47 assault rifles and hand grenades, had left for India to carry out the Mumbai attack that claimed 166 lives.
The High Court, however, has not specified in its order whether it is necessary to form a commission comprising prosecution and defence lawyers for the inspection of the boat. "The trial court is likely to send court officials for the inspection of Al-Fauz since it has received no direction of forming a commission for the purpose," another court official said. "The trial court will nominate the official[s] for the inspection of the boat in the September 7 hearing," he said.
The trial court on Wednesday held a hearing in the Mumbai attack case in Adiala Jail, Rawalpindi.
’No reply yet from India on witnesses’
It was informed that Pakistain had not received a reply from India about sending its 24 witnesses here to record their statements in the case. The court adjourned the proceedings in the case till September 7.

[Al Jazeera] Imran Khan ... aka Taliban Khan, who ain't the sharpest bulb on the national tree... , the Pak politician and former cricket star, considers the Taliban a "terrorist" group and believes that it is "absolute nonsense" to speculate that he supports "extremism".
In an interview with Al Jazeera's Mehdi Hasan, the host of UpFront, Khan said: "Yes they are [a terrorist group]. Anyone who kills innocent people are terrorists."

Khan was also asked about his alleged relationship with the Pakistain Taliban and whether, as some have speculated, he supports the gang.
"This is absolute nonsense. It's just not true," he said. "All you have to do is look at my statements for the past ten years."
Khan also responded to accusations from Asif Ali Zardari, former president of Pakistain, that his large financial donations to Darul Uloom Haqqania ...an Islamic seminary located in Akora Khattak, Khyber Pakhtunkhwa. The seminary propagates the Deobandi trend of Sunni Islam and is headed by Maulana Samiul Haq, known as the Godfather of the Taliban. It has been dubbed The University of Jihad due to the methods and content of instruction along with the future occupations of its alumni.... , a school known for educating Taliban fighters, was evidence that he supported "extremism".
"This is totally out of context," he said, explaining that the purpose of the funding from his party was "to get the madrassa system into the mainstream".
Khan said "if it was a university for jihad, it should have been shut down" by previous Pak governments.
He said that Zardari's comments were "like so many of the Moslem corrupt rulers, ex-rulers, trying to win Western support by saying how liberal they are and how anti-Taliban they are".
Khan also spoke about Pakistain's controversial blasphemy laws.

The statement said: "He was a front man for the Tehrik-e-Taliban Pakistain (TTP) who later pledged allegiance to ISIS terror group." It also said: "He was one of the few senior members of TTP, who joined ISIS when it first emerged in the region a few months ago and was planning to engulf a widened war in the region and play a central role for the terror group." ISIS is the Arabic acronym of Isis, and a name by which it is referred to in the Middle-Eastern countries.
In a series of videos that had surfaced recently, Saeed, who, India says, criminal masterminded the 2008 Mumbai terror attacks, was seen saying: "My sister Asiya Andrabi called me over the phone and cried for 15 minutes. She asked me: 'Brother, where are you?' Now, I am telling my sister Asiya, we are coming." Dukhtaran-e-Millat leader Asiya Andrabi is one of the more prominent separatist leaders in Kashmire.
These remarks by Saeed, made at a prominent rally in Lahore, where he roams free despite being a wanted man in the United States and India, coupled with the fact that he is now working with Isis, could mean any new attacks he could be planning in Jammu & Kashmire, or even the rest of India, would be in collaboration with the Islamic State group. This could be a huge challenge for intelligence agencies as well as security forces in India.

[DAWN] MUZAFFARABAD: Hundreds of people held a rally for the third consecutive day on Wednesday, urging the international community to take notice of unabated state-sponsored terrorism by Indian forces in held Kashmire.
"Listen India, neither Jammu and Kashmire was yours in the past nor will it ever be yours in future," reads a banner.
On previous two days, women and kiddies staged sit-ins from morning till late afternoon. On Wednesday, they paraded right up to the UN Military Observers office near Domel.
The protest was organised by Pasban-e-Hurriyat, an organization of Kashmiri refugees, and International Forum for Justice and Human Rights (IFJHR), a rights group with its headquarters in Srinagar.
Protesters displayed placards carrying pictures of Indian troops thrashing and firing on unarmed Kashmiris.
Young girls were incensed at Facebook for either deactivating their accounts or taking off pictures posted by them to "highlight the acts of savagery by the occupation forces".
"Facebook was a medium to keep ourselves aware of the happenings and stay in touch with our near and dear ones in India-held Kashmire. But its attitude in the wake of Burhan Wani’s killing is unfathomable," said Shaheen Maqsood, a first year student.

[DefenseTech] The tweet was subsequently cited in an article by Thomas Gibbons-Neff, a reporter for The Washington Post, who reported the weapon is probably being used by American troops to target small reconnaissance drones operated by the Islamic State in Iraq and Syria, or ISIS.

Russian separatists in Donetsk still use the old Soviet PTRD against APCs and as a sniper rifle. Pulled them right out of the museums and storage. Uses the same cartridge as the Russian KPV, the tank commander's 14.5mm machine gun mounted on the commander's turret.

[ENGLISH.ALMANAR.LB] Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad Horror of Homs... on Thursday offered an amnesty to Death Eaters if they surrender, the official SANA news agency reported.
"Everyone carrying arms... and sought by justice... is excluded from full punishment if they hand themselves in and lay down their weapons," SANA said, quoting a presidential decree on the three-month amnesty offer.
The reprieve also includes any holy warrior who frees a hostage, according to the decree text.

Defense Minister Sergei Shoigu told Russian news agencies that three humanitarian corridors were being opened "to aid civilians held hostage by turbans and for holy warriorss wishing to lay down their arms" and one more corridor to the north of the city for rebels to flee with their weapons.
Syria's UN envoy Staffan de Mistura said this week he hopes peace talks aimed at ending more than five years of brutal conflict could resume at the end of August.
