Tunisia rescues 86 African colonists on Italy-bound boat
[Al Ahram] The Tunisian military rescued 86 African migrants at sea off the town of Zarzis aboard a makeshift boat bound for the Italian island of Lampedusa, an official said Wednesday.

The group were fleeing the conflict in neighbouring Libya, from the port of Zuwarah about 60 kilometres (35 miles) from Tunisia, when their vessel started taking water on Tuesday afternoon, the Tunisian coastguard official said.

They sent out a distress signal that was picked up by the Tunisian military, triggering the rescue effort in which all of the would-be migrants were saved, the official told AFP.

It came as the Italian coastguard said at least 10 people died and scores were rescued on Tuesday when a boat transporting migrants capsized off Sicily.

For years, Libya has been a major embarkation point for hundreds of thousands of refugees, mostly Africans, heading for Europe.

They risk their lives on often unseaworthy craft trying to make it to Malta or to Lampedusa, and hundreds are lost each year.

In January and February, about 7,900 migrants arrived on the Italian coast, an increase of more than 43 percent over the same period last year.

The UN refugee agency said at least 3,500 people died last year out of more than 218,000 migrants who crossed the Mediterranean, making it the most deadly migrant route in the world.

Egypt negotiates with Palestinian Islamic Jihad on Rafah crossing

(PIJ) has offered Egypt an initiative on administering the Rafah-Gazoo border, sources told Ahram Online

PIJ secretary-general Ramadan Shallah visited Cairo on Sunday to discuss the situation at the Rafah-Gazoo border with Egyptian officials, as Egypt reportedly demanded all Hamas, always the voice of sweet reason, staff stop all contacts with the Egyptian side.

Egypt has increasingly expressed its distaste for Hamas rule in Gazoo stressing it will only deal with the Paleostinian Authority on this issue, sources said.

An Egyptian intelligence source said that Cairo has been dealing for a while with the PIJ.

The source added that Jihad, the second largest Islamist organization in the Israeli-besieged Strip, has shown more "flexibility" in dealing with Egypt than Hamas.

Egypt has accused Hamas, which rules the Gazoo Strip, of involvement in terrorist activities in the Sinai Peninsula.

Libya Declares Force Majeure at 11 Oil fields after Attacks

The measure is a legal status that protects a company from liability when it is unable to fulfill contracts for reasons beyond its control.

's arrest warrants would remain in force and refused to even entertain her petitions for withdrawing the orders.

Special Judge Abu Ahmed Jamadar had issued the warrant for Khaleda's arrest on February 25 as she had skipped several court dates. He said yesterday she had become a runaway for not having turned up at court to surrender.

A former prime minister, Khaleda Zia is on trial for corruption in Zia Orphanage Trust and Zia Charitable Trust at Special Judge's Court 3 in Dhaka.

The court fixed April 5 for the next date of hearing.

The arrest warrants, however, had not reached Gulshan cop shoppe as of yesterday.

As for the three-time premier, she did not step out of her office. Khaleda's lawyers had said she might indeed surrender to the court only if she were given adequate security and allowed to return to her office where she has been living for two months now.

Attacker of Mark Lippert, U.S. Ambassador to South Korea, Said to Be 'a Fringe Element'
[NYTIMES] The man who attacked the American ambassador to South Korea on Thursday morning is a fringe political activist with a history of violence, and he acted alone when he rushed the diplomat and slashed his face with a knife, the South Korean police said.

The man, Kim Ki-jong, who the police said used a 10-inch knife to attack Ambassador Mark W. Lippert at a breakfast meeting, had received a suspended two-year prison term for an attack on the Japanese ambassador to South Korea in 2010 and was known to sometimes stage nationalistic, one-man protests.

Mr. Kim said he assaulted Mr. Lippert to protest continuing joint military exercises between the United States and South Korea, which some South Koreans fear make reconciliation with North Korea harder.

“The man who attacked the ambassador is very much a fringe element, with a personal history of political violence, who represents no broader sentiment or trend among the Korean public,” said John Delury, an American professor at Yonsei University in Seoul. “It would be a mistake to interpret the spasm of violence by this single individual as indicative of some larger anti-American feeling in South Korea.”
The ROK prison system is very harsh. Think medieval if you will. I doubt he will last long.

Group: 450 Killed in China's Xinjiang Last Year, Mostly Uighurs
[AnNahar] More than 450 people were killed in China's restive mainly Moslem Xinjiang region last year, a rights group said -- with three times as many deaths among members of the Uighur minority than ethnic Han Chinese.

Xinjiang has seen a wave of unrest, labeled by authorities as "terrorism" and blamed on "separatists", which has sometimes spread to other parts of China.

Information in the area is strictly controlled by authorities, and the Washington-based Uighur Human Rights Project (UHRP) used data from Chinese and overseas media reports for its analysis, giving ranges for most of its figures.

Between 457 and 478 people died last year, it said, adding it had been able to identify 235-240 as Uighur and 80-86 as Han, China's ethnic majority.

The total was more than double that for 2013, when it put deaths between 199 and 237, specifying 116-151 as Uighur and 32-38 as Han.

The rising toll highlights the "excessive force" used by China and a "deterioration in the security environment" since Xi Jinping became Chinese president two years ago, the report said.

The findings were "alarming in a number of aspects", UHRP director Alim Seytoff said.

"It tells us that China's crackdown on Uighurs is only exacerbating the violence....and killing more Uighurs," he said.

The report did not include incidents outside Xinjiang, such as a mass stabbing at a railway station in Kunming last March, when 31 people were killed and four attackers died.

- 'Lack of transparency' -
It is Communist China, after all.
Chinese authorities usually differentiate between state personnel, civilian victims and attackers in their statements, and the report found that over the two-year period, more alleged perpetrators -- between 229 and 333 -- were killed than official employees (53-108) and civilians (125-194) combined.

"In a troubling number of incidents police potted all alleged 'perpetrators'," the UHRP said in a statement late Tuesday.

"The possibility exists that excessive force and extrajudicial killings are a feature of the Chinese state's security approach to incidents," it added.

Xinjiang witnessed its bloodiest incident since 2009 when 37 civilians and 59 "terrorists" were killed in an attack on a cop shoppe and government offices in July in Shache district, known as Yarkand in the Uighur language.

The UHRP report added that "in most likelihood" the number of fatalities over the period "will never be known due to the lack of transparency the Chinese authorities employ when reporting violent incidents".

A separate report released by the Munich-based World Uighur Congress last month said there had been "a dramatic increase in the use of violence" in Xinjiang.

Rights groups say that harsh police treatment of Uighurs and government campaigns against religious practices, such as the wearing of veils, has led to violence.

China defends its policies, arguing that it has boosted economic development in the area and that it upholds minority and religious rights in a country with 56 recognized ethnic groups.

The crackdown in Xinjiang has extended to academics, including prominent Uighur scholar Ilham Tohti who was sentenced to life in prison for "separatism" in September. Several of his students were subsequently tried in secret for the same offense.

France Issues Warrants for 3 Suspects in 1982 Jewish Restaurant Attack

[AnNahar] La Belle France has issued international arrest warrants for three men suspected of involvement in a deadly attack on a Jewish restaurant in Gay Paree in 1982, a judicial source told AFP on Wednesday.

The three suspects who live in Jordan, Norway and the West Bank were named as part of the long-running investigation into the attack on the Chez Jo Goldenberg restaurant that left six people dead and 22 injured.

The attack began around midday on August 9, 1982 when a grenade was thrown into the busy restaurant in the Marais district, a popular and largely Jewish neighbourhood in the centre of Gay Paree.

Two men then entered the restaurant, which had around 50 customers inside, and opened fire with machine guns.

Overall, between three and five men are thought to have taken part in the attack, which was blamed on the Abu Nidal Organisation, a Paleostinian holy warrior group.

They opened fire on passers-by as they escaped down the street, using "WZ-63" Polish-made machine guns.

The suspects are a 59-year-old living in Ramallah in the West Bank, a 56-year-old in Norway and a 62-year-old in Jordan.

Their warrants were issued on February 20, the judicial source said, by counter-terrorism judge Marc Trevidic who is now overseeing the investigation.

Police Report 'Dozen' Drone Sightings over Paris
[AnNahar] Gay Paree police on Wednesday said the public had reported around a dozen drone sightings over sensitive areas of the French capital -- the latest in a baffling series of overflights.

Authorities are now scrambling to work out "if all the reports were really drone flights," said a police source who declined to be named.

No arrests were made over the flights, which reportedly took place overnight Tuesday near the River Seine, the Place de la Concorde, the Invalides military museum and around the Gay Paree ring road.

French authorities are still scratching their heads to find a motive for the drone flights, as Interior Minister Bernard Cazeneuve announced late Tuesday there had been around 60 incidents over nuclear plants or over Gay Paree since October.

On Tuesday, a court fined a British journalist 1,000 euros ($1,100) for flying a drone over central Gay Paree and confiscated his machine.

Danish Asylum Applications Plunge after Rules Tightened
Unexpectedly. Or perhaps not...
[AnNahar] The number of people applying for asylum in Denmark has plunged after the country tightened its immigration laws last year to stem the influx of Syrian refugees, data released Wednesday showed.

In January, 626 people -- around half of them from Syria -- applied for asylum in the Scandinavian country compared with 3,150 in September, according to the Danish Immigration Service.

The Danish government said in September it would introduce a temporary, one-year residence permit for asylum seekers fleeing civil wars such as the Syrian conflict.

The new permit, which came into force this year, can be extended for another two years and does not allow family reunifications to be granted during the first year.

"I think one of the most crucial factors for how many people apply is the length of the asylum and the conditions for family reunification," the ruling Social Democratic party's front man on integration issues, Ole Haekkerup, told news agency Ritzau.

"This is where the government has made an effort," he added.

Denmark already had some of Europe's toughest immigration laws after governments between 2001 and 2011 relied on the support of the anti-immigrant Danish People's Party in parliament, in exchange for which the party was allowed to help shape migration policies.

The number of asylum applications also fell in neighboring Sweden in January but by a much smaller percentage, down to 4,894 from 9,976 in September, according to the Swedish Migration Board.

Sweden became the first European country in 2013 to grant automatic residency to Syrian refugees and has since seen asylum requests rise to record levels, expected to reach about 90,000 in 2015.

The country receives the highest number of refugees per capita in the EU and is second only to Germany as a destination for Syrians fleeing the Middle Eastern country's civil war.

The number of migrants entering the EU nearly tripled in 2014 to 280,000 from to just over 100,000 the previous year, mainly due to the conflict in Syria, the bloc's border agency said on Wednesday.

Federal agents are actively monitoring the threat locally and have encouraged community, religious and civil rights leaders to help discourage people from traveling overseas to train with the Islamic State group and returning to wage terror in Metro Detroit....The extremist group's threat is not more acute in Metro Detroit, which has about 250,000 Muslims, particularly in Dearborn, U.S. Attorney Barbara McQuade told The Detroit News.

Muslim Group CAIR Sues FBI in Death of Boston Bomb Suspect's Friend
[AnNahar] A civil rights group for Moslems said Monday it will sue the Federal Bureau of Investigation over the 2013 shooting death of a friend of a Boston Marathon bombings suspect.

Ibragim Todashev, 27, was killed after a violent altercation with Sherlocks following lengthy questioning at his apartment in Orlando, Florida in May 2013.

The FBI said Todashev had pulled a knife on Sherlocks and tried to grab an agent's gun following questioning on his role in the Boston bombings.

But the Florida chapter of the Council on American--Islamic Relations (CAIR
...designated a terrorist group by the UAE...
) disputes the version of events.

"Around midnight, after five hours of interrogation, (Agent Aaron) McFarlane shot Todashev. Seven times. Todashev was unarmed with any gun, knife, explosive, or other deadly weapon," CAIR said in a statement.

"Todashev did not pose a threat of serious bodily harm to McFarlane or any other person. No viable justification has been offered to account for McFarlane's shooting and killing Todashev."

CAIR said it had sent a formal notice to the FBI, the first step in a civil rights lawsuit against the national police agency.

"We are seeking answers and justice for someone who was shot seven times by an FBI agent in his own home after hours of interrogation," said Thania Diaz Clevenger, the civil rights director for CAIR Florida.

The FBI said it could not comment on pending litigation, but pointed to reports last year by the Department of Justice and the Florida State Attorney's Office, both of which cleared the agency.

Police have said Todashev, a friend of slain Boston bombings suspect Tamerlan Tsarnaev, had confessed to his and Tsarnaev's involvement in a September 11, 2011 triple murder before he was shot.

Todashev had been questioned several times in the aftermath of the April 15, 2013 kaboom on the Boston Marathon allegedly carried out by Tsarnaev and his brother, Dzhokhar Tsarnaev, which left three people dead and 264 injured.

Dzhokhar Tsarnaev's trial is due to start Wednesday.

Boston Bombing Suspect's Widow Under Investigation, Could Face Charges
[ABC] The widow of one of the Boston Marathon bombing suspects is under active investigation and could face potential criminal charges related to the deadly blast, law enforcement officials told ABC News.

A spokesperson for the U.S. attorney's office and the FBI declined to comment and authorities said no decision has been made on whether to eventually bring charges while prosecutors concentrate on the trial of Dzhokhar Tsarnaev, Russell's brother-in-law.

A few weeks earlier Tamerlan Tsarnaev had gone to a fireworks store in New Hampshire and bought 48 mortar shells, also used in the bombs. At the fireworks store, Tamerlan had asked for the "biggest and loudest" fireworks available and spent roughly $200, according to court documents.

"To live in a small apartment and buy five pressure cookers and have all those explosives obviously just does not make sense -- something other than cooking was going on," said former FBI special agent and ABC News consultant Brad Garrett.

[DAWN] There are several figures for how big the madressa network/industry is. A study published in 2007 claimed that there were 16,000 madressas registered with the five wafaqs (boards), out of which 9,500 were Deobandi, 4,500 Barelvi, 1,000 run by Jamaat-e-Islami
...The Islamic Society, founded in 1941 in Lahore by Maulana Sayyid Abul Ala Maududi, aka The Great Apostosizer. The Jamaat opposed the independence of Bangladesh but has operated an independent branch there since 1975. It maintains close ties with international Mohammedan groups such as the Moslem Brotherhood. the Taliban, and al-Qaeda. The Jamaat's objectives are the establishment of a pure Islamic state, governed by Sharia law. It is distinguished by its xenophobia, and its opposition to Westernization, capitalism, socialism, secularism, and liberalist social mores...
, 500 Ahl-e-Hadith, and 500 Ahl-e-Tashi.

In another study, published in 2008 by Jaddon Park and Sarfaroz Niyozov, the number of madressas was put at 13,000. The authors also claimed that these institutions enrolled anything between 0.3 per cent to 33 per cent of children from the ages of five to 19 across Pakistain.

The quantitative paradigm, however, is illusive, as it does not help capture the real essence of this phenomenon.

A 2001 study by Tahir Andarabi for the World Bank dispelled the notion that the majority of Pak children went to madressas. His claim was that it was just one per cent of the total school going population. This argument challenged the popular perception that madressas produced bully boys, as they had done in the case of the Taliban, who were largely trained and indoctrinated in Pak seminaries.

Some suggested that while not all seminaries were bad, those representing a certain ideology were more troublesome. Fingers were pointed at Deobandi seminaries in the country. But then some academics also challenged the linear link between militancy and madressas.

Runaway inmates had 'brainwashed' GB jail officials
[DAWN] An ongoing investigation into the escape of two prisoners from Gilgit Baltistan (GB) revealed that the captives had managed to 'brainwash' the jail officials who also helped them in their escape from the prison facility, BBC has reported.

The prison break took place last Thursday when four suspects of Nanga Parbat attack case tried to break free from the district prison. One prisoner was killed while another was tossed in the calaboose

in an injured condition, however, two captives managed to break free and are still on the run.

Following the incident, authorities have arrested three head wardens, five wardens, dispensary in charge and two security officials.

Member of the investigation team probing the escape incident informed that the four suspects of attack on foreigners at Nanga Parbat in 2013 were kept in the district jail in four different blocks.

The investigation officer said that the suspects had developed a rapport with the officials standing guard outside their cells and that the inmates told them the rationale behind those that oppose them.

Investigations have also revealed that companions of the suspects were also in contact with jail officials and tried to take care of their "necessities".

The security officials taken into arrest after the escape have been performing duties outside the cells of those suspects during the past three months. However,

the jail authorities claim there were adequate security arrangements in the prison facility.

The Sherlocks are also looking into the possibility that the escaped suspects might have obtained a spare key of the barracks, and if that is confirmed it will be evidence enough to prove the involvement of jail officials.

GB Chief Secretary Sikandar Sultan Raja had earlier said the incident was "not a case of an attack on the jail but rather an escape bid by four prisoners who were perceived as armed by some persons inside the jail or may have portrayed themselves as armed".

He confirmed that one suspect involved in the Nanga Parbat massacre had managed to escape while another suspect in the case was killed by security forces' firing. He added that the other two prisoners, one of whom managed to escape while the other was maimed, had no connection with the Nanga Parbat attack.

On the other hand, officials of police and frontier constabulary are conducting search operations to arrest Habibur Rehman and Liaquat Ali, but they are still on the lam.

IGP report reveals 147 foreign-funded seminaries in Punjab

Mushtaq Sukhera on Wednesday said that 147 seminaries in the province are financed by foreign funding.

Sukhera today informed the Senate Standing Committee on Rules of Procedure and Privileges (SSCRPP) that there were in fact nearly 150 seminaries receiving funds from foreign countries.

He also told members of the committee that law and enforcement agencies, including the Punjab police, are taking action against all those involved in spreading hate speech, following the directives of the federal government under the National Action Plan (NAP).

The committee which summoned IGP Punjab Mushtaq Sukhera to explain his incorrect reply to the Senate was attended by its members under the Chairmanship of Senator Col (Retd) Tahir Hussain Mashhadi.

In response to a question by PPP Senator Syeda Sughra Imam, IGP Punjab Mushtaq Sukhera had told the Senate through a written reply on January 30 that not a single seminary is receiving foreign funding in Punjab.

These revelations were startling in their own right and many senators were astonished to learn that no seminaries in Punjab were receiving funding from foreign sources.

The IG was quoted saying, "The requisite report may be treated as nil. No madrassa involved in receiving financial and training assistance from Islamic countries has come to our notice during surveillance carried out by field formations."

Throughout all four policies, Turkey prioritizes the sustainability of areas close to its borders, he said.

"For example, if [KRG capital] Arbil fell [to ISIL] this would be problem for us in terms of national security. Places close to the border must not be under the threat of terror," he said.

group (IS/ISIS) on the Assyrian villages in the countryside of Tel Temir in Hasakah province, in northeastern Syria.

The group of organizations, which included Assyrian NGOs in Syria, issued a statement, of which ARA News received a copy, saying: "We emphasize our legitimate concerns about the kidnapped Assyrian citizens and those stranded in villages under IS-led brutal attacks."

"The IS bully boyz have committed crimes against humanity, carrying out horrific killings, executions, slaughtering and raping," the statement read.

"Thousands of people have been displaced and are now living in the open; they need immediate humanitarian and relief assistance."

Conveying a message from the persecuted Assyrians to the world, the group said in its statement: "We appeal to all concerned regional and international parties, to bear their responsibilities towards the Assyrian minority group in Syria which is suffering under a barbaric military campaign by the IS terrorists."

is holding hundreds of civilians in secret prison camps in remote areas of Anbar province and has threatened to kill them all, a local tribal leader has said.

"The ISIS turbans have imprisoned 300 civilians in prisons in the deserts of Anbar province, including police, army officers and civil servants who are charged with refusing to join ISIS," said Na'im Ga'ud, chief of the prominent Abu-Alnamir tribe

"ISIS turbans control lots of territory in the Anbar desert and sometimes they conduct operations to arrest those who reject their ideology," he added.

Ga'ud added that the many people in the Anbar towns of Qaim, Rawa and Hit have fled their homes, having lost loved ones and fearing more ISIS violence.

Ga'ud urged the Iraqi government to start launch an assault on ISIS positions in Anbar province.
