TALOQAN, Afghanistan: A jacketwallasplodydope suicide bomber killed at least 20 people, including a member of Parliament, and wounded 50 in Afghanistan's northern city of Taloqan on Sunday, police said, the latest in a series of attacks in a once-peaceful region.
The attack occurred while prayers were being read at the funeral of an influential tribal leader. All victims were civilians.

"People were gathering for a funeral when a suicide bomber detonated himself," Mahmod Al-Hussain, a police detective for the northern Takhar province, told Reuters.
Al-Hussain said a member of Parliament, Mutalib Bik, was among the dead and is seen to be the primary target as the attacker came close to him before setting off the bomb. Bik was a former anti-Taleban commander and a former provincial police chief. Takhar does not have any major permanent base for foreign troops. German troops supervise the area from a base in neighboring Kunduz province.
"This reprehensible attack on a funeral further illustrates that the Taleban and other insurgents are waging a murderous campaign against innocent Afghan civilians, including women and children," the US Embassy said in a statement.
Witnesses said the attacker was around 30 years old and dressed in traditional clothing for the region.
President Hamid Karzai strongly condemned the attack. "This attack once again shows the malicious and un-Islamic intentions of the terrorists, who don't even want Muslims in Afghanistan to hold religious ceremonies in a peaceful environment," he said.
Officials gave conflicting figures for the casualties. While local police said the death toll was at least 20, Karzai's office put the number at 10. The Interior MMinistry said 19 were killed and 40 wounded.
Hundreds of men and women were standing outside the hospital in Taloqan, waiting to hear about their family members as people were being brought in on stretchers into the facility.
"Everybody was running when I heard my brother yelling for help," said Hubaidullah, a witness, recalling the explosion.

KHARTOUM: The Sudanese Army said it killed the leader of the main Darfur rebel group in fighting Sunday and touted his death as a key victory.
The army said Khalil Ibrahim, who led the Darfur-based Justice and Equality Movement, or JEM, was killed during a military offensive in North Kordofan state to retaliate for a deadly rebel attack there on Saturday. JEM is the most organized and effective military force in Darfur, the western region torn by conflict since 2003. JEM did not join a peace deal signed last year between other Darfur rebel groups and Sudanese President Omar Bashir's government in Khartoum.
JEM representatives could not immediately be reached for comment. But if Ibrahim's death is confirmed, it would be a serious blow to JEM, which has on several occasions threatened to bring down Bashir's regime in Khartoum by advancing toward the capital.
An army statement carried by Sudan's official SUNA news agency said Ibrahim and several associates were killed in Wad Banda, about 700 km west of Khartoum in the North Kordofan region, which borders Darfur.
"The army cut all paths for the group as it was retreating and trying to cross into South Sudan to reorganize its forces," said Sudanese Army spokesman Col. Sawarmy Khaled. "Our gallant armed forces were able to kill rebel Khalil Ibrahim along with some of his associates."
Fighting in Wad Banda had flared up in the past few days. On Saturday, the Sudanese Army said Darfur rebels attacked three locations in neighboring North Kordofan, killing an unspecified number of civilians.
JEM has not claimed responsibility for the attack. However, in a dramatic push in 2008, hundreds of JEM fighters drove through the remote western region and attacked Khartoum's western outskirts. More recently, JEM spread its armed presence from Darfur into North Kordofan.

[An Nahar] Gunmen rubbed out an intelligence chief on Sunday in the port of Aden in south Yemen, a police official said, blaming the attack on al-Qaeda.
The assailants intercepted the vehicle carrying Colonel Hussein Shabibi, head of internal security in the city's Sheikh Othman district, and shot him dead before making good their escape in a car, the official said.
Shabibi was the latest security officer to be targeted in recent months in south Yemen in attacks generally attributed by officials to al-Qaeda.
The Islamist turban network has turned 11 months of political turmoil in the capital Sanaa to its advantage, using the popular revolt against President President-for-Life Ali Abdullah Saleh ... Saleh initially took power as a strongman of North Yemen in 1977, when disco was in flower, but he didn't invite Donna Summer to the inauguration and Blondie couldn't make it... to bolster its presence in south and east Yemen.
Militants linked to al-Qaeda control several regions and towns including Abyan scenic provincial capital Zinjibar, where they clash regularly with government forces and tribal auxiliaries.
Government forces are also sometimes supported by U.S. drone strikes in their battle against the Partisans of Sharia, the al-Qaeda-linked bad turban group that took over most of Zinjibar in May.

[Pak Daily Times] Yemen's acting leader on Sunday urged foes and loyalists of President Ali Abdullah to call a truce, after Saleh's forces killed nine people demanding he be tried for the deaths of demonstrators over nearly a year of protests against him.
Troops from what witnesses identified as key loyalist units opened fire on tens of thousands of protesters approaching Saleh's compound in the capital on Saturday after a days-long march from the city of Taiz, chanting "No to immunity!". They referred to a pledge to spare Saleh prosecution in exchange for giving his powers to his deputy, Abd-Rabbu Mansour Hadi, and letting a government including opposition parties lead Yemen to a February election to replace Saleh after 33 years. That government is to separate Saleh's forces from rebel army units and tribal militias they have fought in Sanaa, a key to the power transfer deal Yemen's wealthier neighbours brokered to avert a civil war they fear will affect them.
The state news agency on Sunday quoted Hadi as saying during a meeting with the US ambassador to Sanaa, Gerald Feierstein, that all sides "must commit to a truce and respect its rules forbidding escalation" that would threaten the transition deal. Hadi was echoing a note struck by the US side just before the killings, when Feierstein was quoted by a Yemeni news outlet as telling a group of Yemeni journalists that the protest - which set out days earlier from Taiz 200 km (125 miles) to the south - was a provocative act.
Feierstein and other embassy officials did not respond to calls on Saturday and Sunday seeking comment on the remarks. Washington long backed Saleh as a cornerstone of its "counter-terrorism" policy in Yemen, which includes the use of drones to kill alleged al Qaeda members. "An unstable Yemen means an unstable region. So, protect the security, unity and stability of Yemen, neighbour states," he told news hounds. "Its security is yours." A defence ministry website, September 26, on Sunday cited an unidentified official denying the military - key units of which are led by Saleh's son and nephew - played any role in the killing of the protesters in Sanaa. It pinned the blame on the interior ministry - now led by an opposition figure - calling witness and news accounts of pro-Saleh troops shooting protesters "baseless, mendacious claims that are part of a vicious media campaign against the defence establishment."
The interim government, led by a former foreign minister who joined the opposition against Saleh, late on Saturday called for an investigation of the killings. The youth-led protesters who have taken to the streets against Saleh bitterly condemn the opposition parties - some of which once took part in Saleh's governments - for agreeing to grant him immunity, and demand that he and his inner circle be tried and banned from power.

Updating about how the victims died.
Thirteen unidentified individuals were found shot to death by a Mexican Army patrol near Tampico, Tamaulipas Christmas Day, according to Mexican news accounts.
The victims were found inside an abandoned trailer on a road called the Moralillo-Tampico bypass, just west of Tampico. The army unit was dispatched to the location based on an anonymous tip.
Reports say the victims were likely members of a rival criminal group. The victims had all been "double-tapped", meaning they were all shot twice in the chest.
The area around Tampico and points south in northern Veracruz have been forming a new battleground between Los Zetas criminal gang and gangsters associated with the Gulf and Sinaloa Cartels, which have merged east coast operations since last summer.
Recent Mexican news reports have suggested that newly deployed military units, including Mexican Army and Mexican Naval Infantry units (Marines) in border areas and subsequent counternarcotics operations in the area have forced criminal groups south to fight over revenue generating turf.

[Pak Daily Times] Three Indian coppers were killed and another got injured following a shooting at barracks in Indian held Kashmire, an official said on Sunday.
The incident happened late Saturday evening inside the Central Reserve Police Force (CRPF) camp in the Himalayan town of Kulgam. "We have three CRPF personnel dead and one injured," a police official said, speaking on condition of anonymity ... for fear of being murdered... . Other personnel inside the barracks at the time of the shooting were jugged for questioning, he added. It was not immediately clear if there were one or more shooters involved in the attack.

Dujeil township, is 130 km to the south of Tikrit, the center of Salahal-din Province, 175 km to the north of Baghdad.

[An Nahar] Syrian helicopters on Sunday hovered over the outskirts of the Bekaa border town of Arsal before returning to the Syrian airspace, Future News TV reported.
For its part, Leb's state-run National News Agency said Syrian military aircraft flew over Syria's border with Leb's Bekaa Valley. It did not elaborate.
On Tuesday, Defense Minister Fayez Ghosn warned that al-Qaeda members have entered Leb through Arsal "under the guise of being members of the Syrian opposition," noting that he will raise the issue in cabinet.
During a meeting at his office with a delegation of high-ranking Lebanese army officers, Ghosn said: "We have information that certain operations are taking place at some illegal border crossings, especially in Arsal, where weapons and some al-Qaeda terrorist elements are entering (the country) under the guise of being members of the Syrian opposition."
Since the eruption of the uprising against the Syrian regime on March 15, scores of Syrians have decamped to Leb through illegal border crossings, while the Syrian authorities have justified their frequent violations of the Lebanese borders under the pretext of pursuing "armed terrorist gangs."

"Since early this morning, the (Homs) neighborhood of Baba Amro has been under a tight siege and the threat of military invasion by an estimated 4,000 soldiers," the SNC said in a statement received by Agence La Belle France Presse.
"This is in addition to the nonstop bombing of Homs that has been going on for days," said the council, the main umbrella group of opponents of Hereditary President-for-Life Bashir Pencilneck al-Assad Sonny, disguised as Fredo, trying to be Mike... .
The central city of Homs has been a focal point of the Assad government's crackdown on anti-regime demonstrations, as well as the site of fierce festivities between the army and mutinous soldiers.
The Syrian Observatory for Human Rights reported that security forces on Sunday pounded Baba Amro with mortar fire, wounding eight people.
"The neighborhood is still under heavy machinegun fire," the Britannia-based watchdog said in a statement received by AFP, noting that two people were killed in different parts of the city.
Security forces also raided the town of al-Jerdi in eastern Deir al-Zour province, wounding four people and arresting dozens more, it said.

"The Syrian National Council demands that the vaporous Arab League observers go to Homs immediately, specifically to the besieged neighborhoods, to fulfill their stated mission," it said in the statement.
"In addition, we demand that the observers go to all the hotspots in Syria, or withdraw and conclude their mission if it is not possible for them to do so.
"We hold the Arab League and the international community accountable for the massacres and bloodshed committed by the regime in Syria," said the opposition group.
Syrian Foreign Minister Walid Muallem has said he expects the Arab League observers to vindicate his government's contention the violence in the country is the work of "armed terrorists."
Western governments and rights watchdogs blame the Assad regime for the bloodshed.
Opposition leaders charge that Syria agreed to the mission after weeks of prevarication in a "ploy" to head off a League threat to go to the U.N. Security Council over the crackdown.
Muallem met the advance team of Arab League officials on Saturday, in talks the ministry's front man called "positive".
Arab League Assistant Secretary General Samir Seif al-Yazal, head of the nine-member advance team, said the first group of observers, more than 50 experts, would leave for Damascus on Monday.
They will eventually number between 150 and 200.
The mission is part of an Arab plan endorsed by Syria on November 2 that also calls for the withdrawal of the military from towns and residential districts, a halt to violence against civilians and the release of detainees.
But since signing the agreement, the Assad regime has been accused of pressing on with its crackdown on dissent.

The bodies of four jugged civilians were found on Saturday bearing signs of torture in Hula in Homs province, it said in a statement.
The Observatory demanded the Arab League "immediately head to the town of Hula to document this flagrant violation of human rights which is just the tip of the iceberg of what is going on in Syria."
The plight of Syrians was a focus of Pope Benedict XVI's Christmas Day prayers.
"May the Lord come to the aid of our world torn by so many conflicts ... May he bring an end to the violence in Syria, where so much blood has already been shed," he told pilgrims in the Vatican.
