Dozens killed, wounded in tanker blaze
RABAT, Afghanistan: At least 10 Afghan civilians were killed and 35 wounded on a road near a major US base after a small bomb punctured a hole in the side of a fuel tanker that was later engulfed by a large blaze, eyewitnesses and officials said on Wednesday.

The tanker started leaking after the initial small blast on Tuesday night and people from nearby Rabat village, including children, rushed to collect some of the oil. Shortly after, the whole tanker went up in flames, an eyewitness said.

Roshna Khalid, a spokeswoman for the provincial governor, said the bomb had been stuck to the side of the tanker with a magnet. There were 10 dead and 35 wounded in hospitals in Parwan province, north of Kabul, and in the capital, she said.

The Parwan governor blamed terrorists insurgents. “This was a terrorist attack and a magnet bomb was placed on a fuel tanker that exploded,” said governor Abdul Basir Salangi.

Afghan security forces have prevented at least two similar explosions near Bagram in the past three months, Khalid said. Small explosive devices blasted holes in two tankers in Qarabagh district of Kabul province but security forces prevented people from approaching the vehicles to collect fuel, she said.

Hostages freed by Somali pirates
[Dawn] Two Paks who had been held hostage with 21 other crewmen of a foreign-flagged ship by Somali pirates for over one and a half years were rescued through the 'UAE government assistance', it emerged on Tuesday.

In need of immediate health care, they are being moved to Salalah port in Oman from where they will be brought home.

With 24 sailors on board, including two Paks and six Indians, Panama-flagged Merchant Vessel Iceberg-I was seized on March 29 last year by Somali pirates who demanded $8 million for their release.

"Their families approached us and we launched our efforts that led to coordination among the institutions and countries concerned," said Ansar Burney of the Ansar Burney Trust International, which was also instrumental in the release of 22 seamen, including four Paks, on the payment of $2.1 million ransom in July.

he said, no ransom was paid for the latest 'achievement'.

"The captives were released in an action that was supported by the UAE government and I have expressed my gratitude to every individual and organization concerned for making efforts for their release," he added.

Unfortunately, he said, the Egyptian chief engineer of the ship did away with himself after losing all hopes. The seized ship was anchored in Putland port of Somalia. "It took us months to resolve the issue that involved no assistance from the Pakistain government," he added.

Only two weeks ago, a Pak fishing trawler that had been taken over by a group of Somali pirates was rescued by the Combined Maritime Forces (CMF) near the coast of Somalia.

While reports about repeated detentions of Pak crew of different ships by Somali pirates have been a cause for worry for relatives of the hostages, the release of the fishing trawler and the Iceberg-I crew has lent some hope to one such distressed family from Mansehra.

Neelum Mujtaba with her three daughters and an infant son has been seeking release of her husband, Mohammad Mujtaba, who with six other Pak sailors of a foreign ship was taken hostage in November 2010. The Somali pirates have demanded $8 million for their release.

Stepping up her struggle, the woman finally reached Bloody Karachi from her hometown last month and met bigwigs along with family members of other jugged Pak crewmen.

However,

what the families have won so far are promises from the officials about safe return of their loved ones.

Mr Burney agreed that the lives of several Pak seamen were under threat and said coordinated international efforts were needed to develop a mechanism to fight piracy.

"I have recently interacted with the CMF and senior NATO
...the North Atlantic Treaty Organization. A collection of multinational and multilingual and multicultural armed forces, all of differing capabilities, working toward a common goal by pulling in different directions...
officials. We have made it clear that payment of ransom for the release of captives should be avoided, as it will encourage piracy and offer a platform to many to exploit the situation," he added.

Asked about the efforts for the release of six Pak crewmen who had been held hostage by Somali pirates since November 2010, Mr Burney said work on that particular case had already been initiated.

But it was too sensitive an issue to share details of which with the media, he said.

"Rest assured," he said, "we are very much hopeful to reach some positive end in this case also".

Tunisia Islamist Party Proposes Its No. 2 to Lead Govt.
[An Nahar] Tunisia's Islamist Ennahda party, leading the vote count after historic polls, has put forward its number two as the next head of government, an executive party member told Agence La Belle France Presse on Wednesday.

"Ennahda has informed its partners of its intentions to present the candidacy of Hamadi Jebali (Ennahda's secretary general) for prime minister," party member Nourredine Bhiri said of ongoing coalition talks.

The 62-year-old, an engineer by training and a former journalist, is one of Ennahda's co-founders. A vehement opponent of ousted dictator Zine el Abidine Ben Ali, he spent 16 years in jail, 10 in isolation, for his political activism.

Jebali is said to represent the moderate face of Ennahda, whose leader Rached Ghannouchi has previously stated he would not seek a government role and was not an election candidate.

With the final tally of Sunday's election yet to be announced, Ennahda was leading the race for seats on a new 217-member assembly that will rewrite the constitution and appoint a caretaker government.

However it did not appear headed for an absolute majority.

The party earlier vowed to form a new government within a month and said coalition talks had started.

The assembly will rewrite the constitution, appoint a caretaker government and prepare for fresh elections.

Campaign Wants Egypt's Military Ruler for President
[An Nahar] A new campaign has emerged in Egypt aiming to persuade Egyptians to elect military ruler Field Marshal Hussein Tantawi as the next president, despite almost weekly protests calling on the army to go back to barracks.

Tantawi heads the Supreme Council of the Armed Forces (SCAF) which took power when a popular uprising ousted President Hosni Mubarak

in February, and has been criticized for stalling reform.

The new campaign "Egypt Above All" aims to collect one million signatures to persuade Tantawi to apply for the country's top job, "for the sake of stability", its coordinator Mahmud Attiya was quoted as saying in the state-run daily al-Ahram.

Posters of Tantawi have started to appear in several parts of Cairo and the Mediterranean city of Alexandria, according to al-Ahram.

A long-time defense minister to Mubarak, Tantawi has vowed to hand power to civilian rule as quickly as possible, but activists accuse him and SCAF of trying to extend their grip on power.

The first post-Mubarak parliamentary elections are scheduled for November 28. Presidential elections are yet to be set but are not expected before summer 2012.

Islamist group threatens Kazakhstan over religion law
ALMATY: A previously unknown Islamist group has threatened ex-Soviet Kazakhstan with violence unless it abolishes a new law that bans prayer rooms in state buildings in the mainly Muslim Central Asian nation, a US-based online monitoring service said.
Then again, they threaten everyone...
President Nursultan Nazarbayev, who has run oil-rich Kazakhstan for 20 years, this month signed a new religion law which bans prayer rooms in state buildings and requires all missionaries to register with authorities every year.

The veteran leader and other senior Kazakh officials say the new law is aimed at stamping out Islamist militancy but it has been criticized by Kazakhstan’s top Muslim cleric and the West.

US-based intelligence monitoring group SITE said a group calling itself Jund Al-Khilafah (Soldiers of the Caliphate) had issued an Arabic-subtitled video, dated Oct. 21. In the video, four masked fighters with submachine guns and a grenade launcher are seen standing behind a fighter reading a speech in which he demands the Kazakh government abolish the law. He said the law bans prayers in state institutions and the wearing of headscarves.

The new Kazakh law on religious activity actually makes no mention of wearing headscarves.

“In the event you insist on your position then we will be forced to make a move against you,” said the fighter, whose face is also masked by a scarf.

“Know that the policy that you are following is the same that was applied in Tunisia, Libya and Egypt; however, as you have seen, it only caused loss to those who exercised it,” he said in a reference to a string of “Arab Spring” revolutions that toppled long-serving dictators.

The threat from the hitherto unheard-of radical group appeared to be the first direct threat to Kazakh authorities after the adoption of the much-discussed law.

Drone strike 'kills five Taliban commanders' in South Waziristan

A US drone strike on a vehicle on Thursday killed five commanders of one of Pakistan's most influential Taliban leaders, Maulvi Nazir, one of the faction's senior commanders told Reuters.

He identified four of the commanders as Hazrat Omar, Nazir's younger brother, Khan Mohammad, Miraj Wazir and Ashfaq Wazir.

According to initial details, five missiles were fired on a vehicle carrying several passengers.
They really wanted to zap somebody; it may be hard finding enough pieces to tell how many people were in the vehicle.
That's why they always count noses...
"I've got two stray nostrils here, Sarge, but the left one is high and flaring while the right one is low and broad. Should I write that down as one guy or two?"
The vehicle was traveling from Tora Gola village to the nearby area of Azam Warsak when it was hit.

"Nazir's younger brother Omar Wazir has been killed, it has been confirmed," a Pakistani security official told AFP.

Another Pakistani intelligence official also confirmed his death.
Which means nothing ("they always lie" contradiction.)
Residents and security officials in the region described the 27-year-old as the operational head for the Nazir group, and a close aide of his brother.
So a righteous hit-
He adopted a low profile, going to Afghanistan, assigning duties to the fighters and supervising logistic arrangements for their missions, they said.

"They are a very important group because while they are based in Pakistan they are very active in Afghanistan," said Mansur Khan Mehsud of the Fata Research Centre think tank.

"If you look at drone strikes, they are one of the most heavily targeted groups."

Nato helicopters violate air space: Pakistani officials

"Two helicopters intruded several kilometres inside Pakistain territory in Datta Khel town around 2:00 am (2100 GMT Tuesday)," a military official told AFP, speaking on condition of anonymity.
... for fear of being murdered...
The helicopters flew in from the eastern Afghan province of Paktia and circled the border village of Zoi Nara for more than five minutes, the official in the picturesque provincial capital Beautiful Downtown Peshawar said.

But a front man for NATO's US-led International Security Assistance Force told AFP that their "operational reporting" showed that no ISAF helicopter crossed the border, which is unmarked in many places.

A Pak military official said the choppers left after "warning shots" were fired by Pakistain troops.
Missed them, huh?
Officials said they were not attack helicopters.
So the guys shooting the "warning shots" weren't wiped out.
Dildar Khan,

a tribal police official in Datta Khel, said the helicopters flew at a relatively low altitude and returned after the warning shots.

NATO said on Monday that 200 Taliban-linked Death Eaters were killed or captured in military operations lasting about a week along the border designed to hit the insurgency hard ahead of the winter, when rebels retreat to hideouts.

NATO commanders in Afghanistan have reported a huge increase in rocket attacks from Pak territory over the summer.

Pak officials have also complained about an increase in cross-border attacks from Afghanistan.

In the tribal district of Bajaur, officials said an anti-Taliban elder was killed by mortar rounds fired across the border from Afghanistan.

At least six mortar shells landed in Zarri village in Mamound district, 45 kilometres (28 miles) northwest of Khar, the main town in Bajaur, local administration official Shah Nasim told AFP.

"A tribal elder Malik Rehman was killed when one shell hit his house,"Nasim said.

An intelligence official said the shells were fired from Afghan province Kunar and that Rehman was member of a government-sponsored anti-Taliban milita.

At least eight injured in Peshawar explosion
[Dawn] At least eight people were maimed in an kaboom in Beautiful Downtown Peshawar on Wednesday, DawnNews reported.

The kaboom took place in the city's Faqir Kilay market where women and kiddies were also among the maimed.

Security officials said that the blast took place inside a shop within the cloth market in the area.

According to initial reports, the maimed have been taken to Lady Reading Hospital and the nature of the kaboom is still being determined.

Kurram tribes ink another peace accord

"The violators of the accord will be fined Rs0.8 million," elders of both the rival tribes agreed.

The agreement between the two warring tribes was inked at Governor Cottage in Parachinar. The elders of Bangash and Turi tribes gathered to shun differences and reached understanding for living a peaceful life.

Kurram Political Agent Shahab Ali Shah, Javedullah and members of tribal jirga were present on the occasion.

Haji Bakht Jamal Bangash and Advocate Mir Zaman Bangash singed the peace agreement on the behalf of Bangash tribe while Haji Rahmat and Engineer Wazir Ali inked it as representatives of Turi tribe.

According to the agreement the violators will pay Rs0.8million fine as penalty. The elders of both the tribes appreciated the efforts of tribal jirga and political administration for restoration of peace in the area. They vowed to live like brothers and take care of interests of each other.

The political agent congratulated the tribal elders for reaching an understanding to shun difference and restore peace in the region.

He also lauded the role of tribal jirga in bringing both the sides to the negotiating table and extended all out cooperation to both the tribes in resolving their problems.

"The area will be brought at par with other parts of the country," he said. -- Correspondent

Car bombs in northern Iraqi city kill five people
[Dawn] Iraqi officials say two car booms have went kaboom! in the northern city of djinn-infested Mosul, killing five people and wounding 18.

An army officer says the first kaboom on Wednesday occurred at about 8:30 a.m. when a parked car boom went off next to an army patrol, killing three soldiers and wounding three civilians.

He says the second blast came fifteen minutes later, when another parked car boom went kaboom! in a nearby neighborhood. That kaboom killed two civilians and maimed 15.

The target was unclear.

A police officer and a doctor confirmed the causality figures. All officials spoke on condition of anonymity because they are not authorized to talk to the media.

Two Thai terrorists died transporting their own bomb
Two of the three men who died in a series of coordinated bomb attacks in southern Thailand on Tuesday were suspected Islamic terrorists militants, the military says. They are thought to have detonated the bomb which killed them by accident.

An investigation found that 21 bombs were planted in different locations in Muang Yala municipality, with 16 devices going off between 6:30 p.m. and 9 p.m.

The first bomb went off in Yala's old market, killing Humdee Morsu, 23, and Sakareeya Sanoryarnya, 21, from Pattani's Yarang district. The two were carrying the device by motorcycle. The bomb is believed to have gone off by accident after they hit a speed hump, killing them instantly.

The last batch of bombs exploded one after the next within one to 10 minutes of each other. The final blast destroyed a power pole, causing a blackout in the area for 10 minutes. Bomb experts were able to defuse five of the 21 bombs.

The attack is believed to be the work of terrorists insurgents marking the seventh anniversary of the Tak Bai incident on Oct 25, 2004, which resulted in 85 deaths. About 60 terrorists rebels are thought to have been involved in the explosions. A suspected terrorist insurgent identified as Riswarn Lae-ha, who lives near the old market area, is alleged to have coordinated the bomb blasts.

Maj Gen Akara said the terrorists militants used small anti-personnel devices hooked up to timers. Some were hidden in soda and insect repellant cans.

The third victim has been identified as Settawut Thongjeen, 17. Witnesses said he was eating at a food shop when a bomb hidden in a motorcycle that was parked in front of the shop blew up. A total of 44 people were injured, 13 are in critical condition.

the Syrian Observatory for Human Rights said 19 people, including nine government soldiers, had been killed in the latest unrest between Assad loyalists and opponents.

"Nine servicemen, including an officer of the Syrian regular army, were killed by a rocket, fired by gunnies, probably deserters. The soldiers were on a vehicle in al-Hamrat village, on the Hama-Salamiyah road," it said.

Clashes between security forces and soldiers who have deserted and joined the opposition calling for the ouster of Assad, have become more frequent in recent weeks, particularly in the center of the country.

The Britannia-based Observatory said that seven civilians, including an 18-month-old baby, were killed and 17 maimed by security forces in the central Homs region, one of the bastions of the Syrian opposition.

Another civilian was killed by shots coming from a military checkpoint at Saraqeb, in the northwestern province of Idlib, while a 63-year-old man was killed in the eastern region of Abu Kamal, and a child in Douma, near the capital, it added.

The Syrian opposition called a nationwide general strike in protest against the regime's crackdown on dissent that has left at least 3,000 people dead since mid-March, according to U.N. figures.

The Local Coordination Committees, which organize protests on the ground, said it was widely followed in Daraa, southern Syria, in areas of Damascus, Idlib, and in Hama and Homs in the center of the country.

It posted videos on the Internet of deserted streets and shuttered shops.

The leading opposition group, the Syrian National Council, urged "all categories of people to go on strike" on Wednesday ahead of the launch of massive campaign of civil disobedience.

"The strike is an expression of the desire to pursue a peaceful campaign until victory," an NSC statement said, adding that a strike had been observed in Daraa, cradle of the protests, for the past six days.

At an emergency session in Cairo on October 16, the 22-member League called for "national dialogue" between the government and opposition by the end of October to help end the violence and avoid "foreign intervention" in Syria.

Syria's representative to the 22-member Arab League, Youssef Ahmed, slammed what he said was a "conspiracy" against Assad's regime at the Cairo meeting.

But the initiative has also been opposed by the opposition.

"Arabs, do not get more involved in the bloodshed against us," said the Syrian Revolution General Commission, a coalition representing some 40 opposition blocs.

"We will not accept anything less than Bashir al-Assad's resignation and his trial," they said.

Rocket Kills 9 Syrian Troops in Hama
