The kaboom left three people including the director maimed and the vehicle badly damaged.
The two others are identified as an advisor to the governor and driver of this vehicle.
No group had grabbed credit for the attack by the time this report was filed.
Nangarhar's counter-narcotics department had seized more than 30,000 bullets for Kalashnikov in a vehicle and detained its driver during a raid earlier this week. Kalashnikov is the weapon that Taliban and other holy warrior groups mostly use.

Another member of Helmand provincial council said: "If the illegal ways which are connected to all districts are not closed, the war will continue and will change into a long-term conflict."

Dawlat Waziri, Deputy Spokesman for the Ministry of Defense (MoD) said that Pak, Arab and Chechen Taliban gunnies are fighting against the government forces but added that security forces were ready to respond to any attacks by hard boys.
"Abdul Khaliq Khan, the first deputy of MoD went to Helmand, and our forces are ready for a military operation. Our Arclight airstrikes continue to tackle the enemy," he said.
Most of the Taliban gunnies killed, died due to Arclight airstrikes by foreign troops, said officials.
"Our forces have imposed high casualties on Lions of Islam and the enemy is retreating," Deputy Governor of Helmand, Mohammad Jan Rasoulyar said.
Musa Qala was once a key stronghold for the Taliban -- an area used for training camps and drug smuggling operations.

[Tolo News] Taliban forces of Evil killed a woman and her son on Monday after they refused to provide forces of Evil with food in central Maidan Wardak province.
Head of Wardak CID police Mohammad Ayoub confirmed the incident and said the Taliban had asked residents in Chak district to feed them three times a day.
Ayoub said in addition to killing the woman and her son, the forces of Evil also torched the homes of several families who also refused to help the fighters.
"Taliban burned the homes when they got a negative response to their call for food and shelter," Colonel Ayoub said.
However, if you can't say something nice about a person some juicy gossip will go well... following the incident, provincial police launched an operation that resulted in the death of six Taliban members, including four Pak nationals, said Dawood, an Afghan Army officer.

In the latest clashes in south of Somalia has left at least seven Al Shabaab militants dead and several others wounded, government officials said. Somalia’s deputy DC, Hussein Mohamed Ali told Shabelle Media that its military soldiers had killed at least 7 militants during an ambush attack on army bases outside Burhakaba town.
“The military soldiers repulsed heavy offensive launched by Al Shabaab. In addition to that we have put 7 militants down in the raid” Mr. Hassan said in an interview with Shabelle Media.
Hassan Mohamed stated that government soldiers would launch military offensive against Al Shabab, in a bid to re-take all areas under militants’ control.
No word has been available from Al Shabaab militants over the military claims.

Kenyan police arrested two terror suspects after foiling a major terror attack in northeastern border town of Garissa. Interior security ministry said on Sunday the police also recovered a cache of firearm and grenades from the duo in an operation in Garissa town in the past two days.
“There is an ongoing operation to nail and arrest the accomplices. The operation is to tame a terrorist plan. Security agencies have recovered a cache of firearms and explosives,” the ministry said.
The weapons included seven assorted pistols and a shutter gun three grenades and were hidden in a house that the suspects had hired.
According to police, the weapons were sent there by a terror cell in neighboring Somalia and were to be used in attacks at undisclosed places. Kenya’s security officials have pointed at a possibility that other interests were orchestrating the attacks under the guise of Al-Shabaab, which usually claim responsibility for such attacks.
The ministry said a special team of detectives from Nairobi that had been tipped off of the whereabouts of the weapons staged the raid on Saturday morning and arrested the two. Another suspect linked to the recovery is on the run and officials are hunting him, police said.
Interior Ministry said the plot to attack Kenyans was hatched from Somalia but facilitators were within the country.
The arrest followed a continuous investigations and monitoring of a terror cell that has been planning an attack in Kenya. The plan was to attack a crowd using pistols and grenades.
Officials aware of the plans refused to disclose the targeted places. Security checks have been mounted on the Nairobi-Garissa highway to nab more suspects and weapons.
The operation started on Saturday morning when police arrested a wanted suspect on a bus in Madogo area. The officers said the suspect had been to Dadaab refugee camp posing as a refugee and that he was a marked gun runner. No weapon was found on him then but he led the officers to the hideout.

Financing and moral support come from Turkey and Qatar... , an gang backing a non-recognized government in Tripoli ...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. Its chief distinction is being mentioned in the Marine Hymn... , which has flown air strikes against ISIS in Sirte.
The video's authenticity could not be verified by Rooters.
Sirte residents, asking not to be named, said ISIS had executed a total of four people, which all had been wearing orange jumpsuits. They had no information on their identity.
Sirte is a stronghold of ISIS, which has gained a foothold in Libya by exploiting a security vacuum as two rival governments are battling for control four years after the ousting of former leader Muammar Qadaffy ...who single-handedly turned a moderately prosperous kingdom into a dictator's fantasyland and was then murdered by his indignant subjects 42 years later... .

Libya's official government has been based in the east since losing the capital a year ago to Libya Dawn, which set up its own government. Neither administration controls much territory.

Police and witnesses reported a second attack 10 minutes after the bus park bombing, in which a jacket wallah managed only to kill himself and slightly wound a bystander on the outskirts of Damaturu.
"There were two suicide kabooms in Damaturu today. The first one happened outside the motor park and the second one occurred in Pompomari on the outskirts of Damaturu. But only the bomber has died in the second blast," said Toyin Gbadegesin, a front man for Yobe state police.

Three weapons charges against him were adjourned until November, she added. Besim remains in jug on terror offences.

A 14-year-old in Britannia was also charged with inciting the purported attack and encouraging them to carry out a beheading.

"Police would rather the risk of a prosecution failing than the risk of members of the community being hurt or killed through no overt action," they said in a statement.

[DAWN] Four alleged gunnies were killed on Tuesday night in an exchange of fire with security forces in Quetta.
The incident occurred in Quetta's Mian Ghundai area.
"The gunnies were coming to Quetta from Mastung with the objective of carrying out a terror attack," said a security official who declined to be named.
"Personnel of a security agency and the Frontier Corps ...a provincial paramilitary force. Total manpower is about 80,000. They are tasked to help local law enforcement in the maintenance of law and order, and to carry out border patrol and anti-smuggling operations.... (FC) conducted a raid against the gunnies after receiving intelligence information," added the security official.
Four bad boyz were potted and a security official was injured in the exchange of fire.
"The exchange of fire with the gunnies continued for a few hours," stated the security official.
Security forces also seized weapons and a cycle of violence from the bully boy hideout.
Extra security personnel were rushed to the area and also initiated a search operation to apprehend any other gunnies that may still be present, according to the security official.
The security official added that the gunnies killed today belonged to a proscribed organization and were involved in attacks in Quetta and other parts of Balochistan ...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it...

Ansar al-Sunna was a Sunni krazed killer group that fought against US troops and their local allies after the 2003 Iraq War.
"The emir [leader] of the group has confessed to many horrifying terrorist acts, including five boom-mobiles in the town of Khurmatu, in southern Kirkuk, that killed dozens of civilians," Qadir said.
Qadir said the group's leader Mahmood is a Sunni Turkmen from Khurmatu.
He added that the suspects were transferred to the court's supervision in accordance with Article 4 of the terrorism law.
Since June 2014, Kirkuk police have arrested 19 terrorist groups, including two gangs of illegal smugglers and two bands of car thieves. In total, 120 people have been arrested and sent to Kirkuk's anti-terror court.

Brigadier Sarhad Qadir, chief of Kirkuk province suburban police, told Rudaw the warplanes targeted ISIS positions in Tal Rabaa and Tal Abu Raseen villages, destroying a military bases inside a local home and killing the ISIS fighters on the premises.
Kurdish Peshmerga forces have been able to drive ISIS out of at least 40 villages in Kirkuk province since the jihadists pushed into the area last summer.

Faleh al-Khazali, a Shiite militia commander in the Hashd al-Shaabi movement, in a press statement claimed that Hashd al-Shaabi in all fronts have been successful in fighting ISIS. He added that the Shiite hard boyz in the last three days destroyed some 60 ISIS vehicles in Baiji rigged with explosives.
He also claimed that the Baiji oil refinery is totally controlled by Iraqi forces.
Iraqi forces frequently claim success in Baiji, but the exact situation on the ground is unclear, as ISIS offensives and seizures in the important refinery city are also frequently reported.
Last week Baiji Mayor Mohammad Mahmoud told Rudaw that Iraqi officials have reinforced troops based at Camp Speicher airbase, north of the battle-scarred city of Baiji, in preparation for a large offensive on the town where fierce fighting against ISIS has raged since last June.
According to Mahmoud, the Iraqi army deployed extra personnel and ammunition to the airfield ahead of the planned assault.
On Monday, Iraq's defense ministry also announced that its jet fighters had carried out intense bombing campaigns against ISIS on several fronts, including Baiji, killing dozens of bad boys.

[IsraelTimes] Authorities arrest Islamic Jihad cell based in West Bank that planned to place bombs, shoot Jewish pilgrims at holy site
Israeli authorities thwarted a Paleostinian cell's plot to carry out an attack on worshipers at a Jewish holy site in the West Bank, the Shin Bet security service said Tuesday.
Israeli forced nabbed Keep yer hands where we can see 'em, if yez please! four Paleostinians suspected of planning a bombing and shooting attack on Jewish visitors at Joseph's Tomb, located adjacent to Nablus, according to a Shin Bet statement.
It was not clear when the arrests took place. A gag order on the arrests was lifted Tuesday.
According to the Shin Bet, the cell was armed and directed by the Gazoo-based Islamic Jihad ...created after many members of the Egyptian Moslem Brotherhood decided the organization was becoming too moderate. Operations were conducted out of Egypt until 1981 when the group was exiled after the assassination of President Anwar Sadat. They worked out of Gaza until they were exiled to Lebanon in 1987, where they clove tightly to Hezbollah. In 1989 they moved to Damascus, where they remain a subsidiary of Hezbollah... group and displayed a professional level of organization.
The four were named as Nassim Damiri, 30, of Tulkarem, who was enjugged Don't shoot, coppers! I'm comin' out! a number of times in the past and identifies with Fatah; Mahmed Damiri, 23, of Tulkarem, a Paleostinian Authority police officer; Yasser Tzarawi, 25, of Rafidia, a Hamas, always the voice of sweet reason, member who was also enjugged Don't shoot, coppers! I'm comin' out! in the past; and Adwan Nazel, 24, of Qabatiya, an Islamic Jihad member.
Because it is located under the jurisdiction of the Paleostinian Authority, Jewish delegations are only permitted to access the tomb once a month in coordinated visits under heavy IDF guard, but it remains strictly off-limits to Israelis at all other times.
The group planned on carrying out the attack on Jewish visitors who sneak in to pray at the site outside of the official monthly visits.
According to the plan, Nazel and Tzarawi were to procure weapons and provide logistical support, surveillance and cover, while the Damiris, who are cousins, were to carry out the actual attack.
The Nablus site, which tradition holds is the burial palce of the biblical Joseph, has been the site of Israeli Paleostinian tensions in the past.
In 2011, Ben-Yosef Livnat, nephew of then Israeli minister Limor Livnat, was killed during by Paleostinian police after trying to enter the tomb without permission.
The details of the investigation were transferred to a West Bank military court, and an indictment is expected to be filed in the near future.
The Islamic Jihad group has vowed to retaliate against Israel if any harm comes to former hunger-striking prisoner Mohammad Allaan.
Israel accused the group of firing four missiles from Syrian territory on Iran's behalf that went kaboom! in open spaces in the country's north last week.

[ENGLISH.ALARABIYA.NET] At least 14 suspected members of a cell that recruited bully boy fighters for ISIS were locked away You have the right to remain silent... Tuesday in a joint operation in Morocco and Spain, authorities said.
Morocco's Interior Ministry said 13 people were arrested in raids in several cities across the country, including Nador and Hoceima on the Mediterranean coast close to the Spanish enclave of Melilla, as well as Fez and Casablanca. One of those detained had previously been arrested under the country's anti-terror law.
A Spanish Interior Ministry statement said one person was arrested in the central town of San Martin de la Vega, just southeast of Madrid. It said the members of the group, whose leader was among those detained, maintained close contact with each other in Melilla.
Both ministries said the network was aimed at recruiting fighters for combat in Syria and Iraq and also to carry out ISIS-type actions in Morocco and Spain.
Moroccan and Spanish authorities have previously carried out joint operations focused on the two Spanish enclaves in North Africa, Melilla and Ceuta, and the surrounding Moroccan cities.
A heavily armed Moroccan, originally form the northern city of Tetouan, was subdued on a high- speed passenger train on Friday as it passed through Belgium, but there were no indications the raids were connected to that case.
Morocco is one of the main suppliers of fighters to ISIS and in July, Interior Minister Mohammed Hassad said 1,350 Moroccans had joined the group, of which 286 had been killed.
He added that 30 networks have been dismantled in the past two years, 12 of those just in the past six months.
Spanish police have arrested some 50 suspected forces of Evil and recruiters so far this year.
Interior Minister Jorge Fernandez Diaz said last month that 126 people had left Spain to join ISIS in recent years. Of these, he said 25 had been killed and 61 remained abroad. He said that of the 25 known to have returned, 15 were in prison and 10 were free, and there are arrest warrants outstanding for 15 others whose whereabouts are unknown.
Spain said the continual dismantling of cells showed ISIS's determination to attack those countries it considers enemies.
