Two Tunisians Once Held by CIA Repatriated from Afghanistan
[AnNahar] The U.S. military has repatriated two Tunisian men who were brutally interrogated in a secret CIA prison and held in Afghanistan for more than a decade, the Pentagon said Sunday.

Ridha Ahmad al-Najjar and Lutfi al-Arabi al-Gharisi were flown home on June 15, officials said.

Both men had been incarcerated by the Afghan regime since December, when the United States handed over control of prison operations in Afghanistan under a bilateral security treaty.

"The Defense Department transported two Tunisian males in Afghan custody to Tunisia in support of the government of Afghanistan," Pentagon front man said Lieutenant Colonel Myles Caggins said.

"These individuals remained under Afghan government control until they were handed over to Tunisian officials."

He was left hanging from handcuffs and forced to wear a diaper for more than 22 hours a day, two days in a row, to "break his resistance."

He had also endured sleep deprivation, freezing temperatures and loud music.

According to the same report, CIA interrogators described Najjar as "clearly a broken man" who was "on the verge of complete breakdown" after he was placed in isolation.

He even "became the model" for other detainee interrogations.

Less is known about Gharisi. The Senate report states only that he had also suffered "enhanced interrogation techniques" during his 380 days of CIA incarceration, and endured at least 48 hours of sleep deprivation in October 2002.

Ban urges probe of Saudi strikes on UN compound in Yemen

A guard was injured when the office of the UN Development Programme in the southern city of Aden was hit on Sunday, causing serious damage, said UN front man Farhan Haq.

"The secretary-general urges a full investigation into this incident and that anyone found to be responsible for any breaches be held to account," said Haq.

He added that the incident underscored the need to end the fighting in Yemen

French Attacker Denies Religious Aim, Motivations Murky
[AnNahar] A man who beheaded his boss in La Belle France has denied any religious motivation, investigative sources said Monday, muddying efforts to pin down the reasons for an attack which bore the hallmarks of a jihadist act.

Yassin Salhi, 35, on Sunday confessed to decapitating his employer and pinning his severed head to the fence of a gas factory in eastern La Belle France in a macabre display that included two Islamic flags.

However according to a source close to the investigation, Salhi, who was known to security services for radicalization, "denies any religious motivation to his act".

"He hasn't explained" why he attached the head to the fence, or shouted out "Allahu Akbar"(God is greatest) as firefighters overpowered him as he attempted to open bottles of acetone in a warehouse at the factory, said the source on condition of anonymity.
But whatever his motivation, Islam must not be blamed. Why would a jihadi take that approach?
Salhi drove his delivery van into the Air Products warehouse on Friday, causing an kaboom and alerting firefighters who made the grisly discovery of the decapitated corpse of 54-year-old Herve Cornara.

Investigative sources told AFP that a fellow employee had reported a quarrel between Salhi and Cornara two days before the murder, after the employee dropped a crate containing expensive goods.

While the attacker apparently denies any Islamist motivation, police discovered he had sent a gruesome selfie with the severed head to a number in Canada believed to belong to a French jihadist thought to be in Syria.

The jihadist, named Yunes-Sebastien, belonged to the same radical movement from the eastern Franche-Comte region as Salhi, said sources close to the case.

French Interior Minister Bernard Cazeneuve said Salhi had been on a national security watchlist from 2006 to 2008 and later raised red flags for his links to radical movements between 2001 and 2014.

Salhi's mother and sister, who were questioned by police and later released, said Salhi had been to Syria in 2009, before conflict broke out in that country or the Islamic State

But this is "declarative" and police have no evidence to back up the statement, said the source.

Police took Salhi, dressed in a hospital gown and wearing a bulletproof vest, with his head covered by a white cloth, to his apartment on Sunday in an effort to find his passport and verify this information, to no avail, investigative sources said.

Hundreds of French citizens have left for Iraq or Syria to wage jihad and Prime Minister Manuel Valls said Sunday that 1,800 people in La Belle France were "linked" in some way to the Islamist cause.

Salhi, a married father-of-three, has been in police custody for some 72 hours, and can be held for 96 hours without charge.

40 imams deported from France since 2012 for 'preaching hatred'
[ARABNEWS] La Belle France has deported 40 foreign imams for "preaching hatred" in the past three years, a quarter of them in the last six months, Interior Minister Bernard Cazeneuve said Monday.

The minister vowed to clamp down on mosques and preachers inciting hatred after a suspected Islamist beheaded his boss during an attack on a gas factory last week.

The attack, which had the hallmarks of a terrorist act but is also believed to have personal motivations, was the second in six months in La Belle France which is battling to curb radicalization that has seen hundreds of citizens leave to wage jihad in Iraq and Syria.

Any "foreign preacher of hate will be deported," said Cazeneuve, adding that several mosques were being investigated for inciting terrorism and if found to be doing so, "will be shut down."

"We have deported 40 preachers of hatred since 2012. Since the beginning of the year we have examined 22 cases, and around 10 imams and preachers of hatred have been expelled," said Cazeneuve.

The severed head was discovered flanked by two Islamic flags and it later emerged he had sent a selfie of himself with the head to a number believed to belong to a French jihadist currently in Syria.

"There is no doubt of the personal motivations but there is a symbolism taken from the most atrocious, abject images of terrorism," said Cazeneuve.

of Iraq and the Levant (ISIL) and provide logistical support to the FSA only after the new parliament makes its stance clear.

Options for the TSK before the parliament elects its speaker and a new government is formed are limited to intensifying security measures at the border, upgrading the military presence near the border, increasing intelligence activity in the region and keeping units on full alert in line within the framework of the rules of engagement which are designed to treat any military approach from Syria as a threat, according to sources.

Arguments of civilian and military authorities

According to sources, the president's office, the government, the Foreign Ministry and the National Intelligence Organization (MIT) want the TSK to support the Syrian forces fighting the central government in a fashion similar to the support given by the United States to Syria's Democratic Union Party (PYD) in Kobane and Tal Abyad so as to prevent ISIL from gaining Azaz and Marea, which are close to the Turkish border and the scene of intense festivities.

In this context, hitting ISIL's frontline with long-range artillery deployed on Turkish territory or with aerial attacks, while also lending arms and ammunition support to opposing rebel forces, are expected. The TSK is also said to believe that because such a step would target ISIL, it would be welcomed by the U.S.-led international coalition.

Deploying Turkish soldiers into Syria is not among the steps expected to be taken by the TSK in the short term.

The seizure of the 90-kilometer-long front from Jarabulus to Azaz by rebel groups, not Kurdish groups, would also benefit Turkey, according to sources.

'A method of attack'

Nonetheless, according to the TSK, it is impossible to legally give logistic support covertly, as using air forces and artillery would be construed as "a method of attack," not a method of defense against a security threat. As such, military officials are worried about the possible international reaction to such a move, meaning it does not want to intervene until it is exposed to an attack.

The army also does not agree with the civilian authority's description of a "security threat," according to sources.

The TSK has also noted that Washington has declared a number of the rebel groups fighting ISIL in the Azaz area as terrorist groups, meaning the army does not want to necessarily support the groups. In providing justification, the TSK has said it is not become party to the fight between the PYD and ISIL.

Drawing attention to both the upcoming change in the command echelon in the TSK and the formation of a new government, the TSK said the timing of the requested steps have come at the wrong time, adding that the steps would hamper the new government and parliament on the issue of Syria.

Mighty Pak Army preparing for final push in fight against militants
[DAWN] The Mighty Pak Army is preparing for a final push in the coming weeks in its fight against holy warriors, but there are concerns that rights are being rolled back in the name of defeating terror.

A year on from the launch of a major offensive to eradicate strongholds of Taliban and other Lions of Islam in North Wazoo tribal area, the military says the job is 90 per cent done.

It is now positioning troops around the Shawal Valley, a key location close to the Afghan border that is home to some of the last redoubts of the Tehrik-e-Taliban Pakistain (TTP), according to locals and security sources.

The army says it has killed more than 2,700 Lions of Islam since the launch of the offensive -- dubbed Zarb-e-Azb

-- last June, and destroyed more than 800 of their hideouts.

A senior military official directly linked to the offensive said the army was gearing up for the final push and using air strikes before moving in ground troops.

"We are turning hard targets into soft through aerial bombing because forces expect a resistance in Shawal," he told AFP.

The troop movements were confirmed by locals, though some tribal elders warned Lions of Islam were slipping across the porous mountainous border into Afghanistan.

"Up to two dozen Lions of Islam are leaving the area every day and around 200 Lions of Islam recently moved into part of Afghan territory," tribal elder Ajab Khan told AFP.

He warned the remaining areas where TTP fighters are holed up will be a difficult fighting terrain -- mountainous and thickly forested.

Iraq PM 'retires' army chief of staff: Spokesman
[Al Ahram] Iraqi premier Haider al-Abadi has "retired" the army's chief of staff, the most senior officer removed since jihadists overran large parts of the country last year, his front man said Monday.

General Babaker Zebari "has been retired" on Abadi's orders, Saad al-Hadithi told AFP, without providing further details.

jihadist group launched an offensive last June, overrunning major areas north and west of Baghdad.

But it is unclear if Zebari was removed as part of that effort, or for other reasons.

Multiple Iraqi army divisions collapsed during the initial IS offensive, with soldiers abandoning weapons, vehicles and uniforms in their haste to flee.

The Iraqi military suffers from both poor training -- which the US military says it largely abandoned after the 2011 withdrawal of American forces -- and lacking leadership.

Zebari repeatedly said before the withdrawal that it would be better if American forces stayed, as it would take years for the Iraqi army to be fully ready.

"If I were asked about the withdrawal, I would say to politicians: the US army must stay until the Iraqi army is fully ready in 2020," Zebari told AFP in 2010.

While Zebari was chief of staff, military responsibility was devolved elsewhere post 2011, with former prime minister Nuri al-Maliki centralising control of the armed forces in his office and bypassing the defence ministry.

Israel says asked Syrian rebels not to harm Druze
[Al Ahram] Israel said on Monday it had conditioned humanitarian aid to select Syrian rebel groups on its border on their undertaking not to harm the Druze minority in the country's civil war.

But in a rare spillover of Syria's sectarian conflict into the Golan, a Druze mob last week beat to death a civil war casualty who was being taken by ambulance to Israel, where hundreds of Syrian maimed have received treatment during the conflict.

Israel has said it has also sent food and water across the frontier.

Briefing news hounds on Monday, Defence Minister Moshe Yaalon said that, from the outset, Israel knew there were rebels among those it was helping and "placed two conditions on this aid - that terrorist groups not approach the fence, and that the Druze not be touched".

He was referring to the southern Syrian Druze village of Hader on which rebels have encroached, setting off solidarity protests in the Golan and Israel where the Druze are an Arab minority with influence in the military and government.

Another Israeli defence official said that while Israel has not refused medical treatment to any Syrian approaching its lines, "later, when it became clear that they were rebels, we made sure that they understood we expected our conditions to be kept".

WikiLeaks said in a statement that it has already posted roughly 60,000 files. Most of them appear to be in Arabic.

There was no immediate way to verify the authenticity of the documents, although WikiLeaks has a long track record of hosting large-scale leaks of government material. Many of the documents carried green letterhead marked "Kingdom of Saudi Arabia" or "Ministry of Foreign Affairs."

Nasif requested them to do destructive actions in Leb against the Salafi group and Moslem Brüderbund, and all of them accepted, except Najah Wakim, Head of People Movement, and his deputy Ibrahim al-Halabi.

It is surprising that Nasif had promised the meeting's attendees that arms would be provided by the Paleostinian militias of Ahmed Jibril, as they have military sites in Leb out of the country's control, similar to Hezbollah.

A month after the first document, the head of Saudi Intelligence sent another letter to the Saudi king explaining that Wiam Wahab had received a shipment of arms and explosives from Jibril's militias and he stored them in the town of Jahiliyah, his hometown.

The Saudi document mentioned that many members of Wahab's party had had intensive training by Syrian and Iranian experts.

WikiLeaks, 2 weeks ago, published more than 60,000 Saudi diplomatic documents to the Internet, a move that echoes its famous release of US State Department cables in 2010.

"The developments taking place in our southern neighbor, Syria, have been assessed in detail and additional measures taken along our border have been reviewed. Concerns over terror acts targeting the civilians in the region as well as attempts for demographic change have been voiced," read the statement issued by the National Security Council (MGK) late June 29.

The MGK was convened under the leadership of President Recep Tayyip Erdogan

The four-hour meeting took place amid growing rumblings from senior government officials that Turkey will not remain silent at the Democratic Union Party's (PYD) alleged removal of Arabs and Turkmens from Tel Abyad and nearby provinces so that more Kurds can be settled.

UN: Daesh destruction of heritage sites a war crime
[ARABNEWS] The UN's cultural agency said Monday the destruction of antiquities and heritage sites in conflict zones by the Daesh and other hard boy groups could amount to war crimes.

In its resolution, UNESCO said it was "deeply shocked" by repeated attacks by IS and other groups "aimed at destroying cultural diversity through deliberate targeting of individuals and communities on the basis of cultural, ethnic or religious background, as well as places of worship, memory and learning."

It added further that it was alarmed by an increasing number of threats to cultural heritage through looting and illegal excavations "which seriously undermine irreplaceable cultural treasures, among them UNESCO World Heritage sites in Afghanistan, Iraq, Libya, Mali, Syria and Yemen.

UNESCO also cautioned that natural world heritage sites in Niger, Congo the Central African Republic and Ivory Coast are threatened by problems "likely to continue long after the end of hostilities."

Turkey to take "necessary measures" on border security: PM Davutoglu

"If any harm is to come to Turkey's border security, if Turkey reaches the conclusion that this garden of peace is being threatened, it is prepared for any eventuality," Davutoglu said in comments broadcast late on Sunday.

"We will take the necessary measures to reduce the risks related to cross-border security."

The pro-government Star newspaper said a possible cross-border operation would be considered at the national security council meeting, citing unnamed sources.

One option that could be considered was the creation of a 110 km (70 mile) "secure zone" within Syria, the newspaper said.

RULES OF ENGAGEMENT

Saban Disli, an adviser to Davutoglu, told Rooters the meeting was likely to bring a change in the military's rules of engagement, describing advances of both Kurdish forces and Islamic State snuffies as "dangerous".

He did not say how the rules could be changed. However,

#1  There is a Russian facility in the port of Tartus where the Rooskis refuel their fleet tugs. Losing that would be unfortunate. I suspect the Russians will not let a friendly regime go under, especially if it means dealing with the Iranians or such.

group has executed more than 3,000 people in Syria, including hundreds of civilians, in the year since it declared its self-described "caliphate," a monitor said on Sunday.

The Syrian Observatory for Human Rights, a Britannia-based group monitoring Syria's conflict, said it had documented 3,027 executions by IS since June 29, 2014.

Among those executed are 1,787 civilians, including 74 children, said the Observatory.

Members of Sunni Shaitat tribe account for around half of the civilians murdered.

IS killed 930 members of the clan in Deir Ezzor last year after they rose up against the Lion of Islam Sunni Moslem group.

The toll also includes recent mass killings by IS in the Syrian Kurdish town of Kobane, which the jihadist group re-entered briefly this week after being expelled in January.

The monitor said it had counted at least 223 executions in the border town this week.

The Observatory also documented 216 IS executions of rival rebel factions and Kurdish fighters, as well as the executions of nearly 900 regime forces.

IS has also executed 143 of its own members it accused of crimes including spying, many of them captured as they were trying to desert the group, the Observatory said.

And at least 8,000 IS Lions of Islam have been killed in battles and U.S.-led air strikes, added the monitor.

According to the monitor: “Among the victims at the hands of the Islamic State during a year, 216 murderous Moslems from Syrian Free Army, 881 from the Syrian government and some 4,000 from the Kurdish parties have been killed."

UK, Canadian, US students about to join terror group?
[ARABNEWS] Twelve students including British, Canadian, Sudanese and US citizens are feared to have left Khartoum for The Sick Man of Europe Turkey

to try to join Daesh, their university said on Sunday.

Another group of British students of Sudanese origin from the same private University of Medical Sciences and Technology traveled to Turkey in March and it is believed they crossed into Syria.

"We confirmed reports from multiple parties that 12 medical students at the university left for Turkey on Friday," the dean for students Ahmed Babikir told AFP.

Khartoum airport authorities confirmed the group had flown to Turkey and the students' families said they had not seen them since Friday and were unable to find their passports, Babikir added.

"Logic says that they traveled to join the Daesh organization," Babikir said. Seven of the missing students are British, two Canadian, one American and two are Sudanese nationals, he said.
