#3  Yeah, most of the newer rechargeable batteries (except the lead-acid types) typically need to be at a certain temperature or above before they'll take a charge due to their chemistry.

The above is probably not noted in the sales brochure though, unless it's in really fine print.

#2  Should make it 'law' that owners have to stay with their EVs at charging stations, for safety reasons. We know the vehicles can catch fire and endanger others.
