Rescuers urged people not to stand in the cold and move, take shelter from the wind, and use nearby rooms for heating. The department also recommended dressing appropriately for the weather, wearing a hat, and not exposing your cheeks, ears, nose, wrists, fingers and ankles on the street.
The Ministry of Emergency Situations urged not to immediately drink hot tea or take a hot shower after coming home from the cold, since the body must adapt to room temperature within 20–30 minutes, otherwise a significant load on the cardiovascular system may occur.

According to him, at the VDNKh base weather station, 13 mm of precipitation fell over the past 24 hours, or 25% of the monthly precipitation norm. At the weather station in Tushino - 13 mm, MSU - 16 mm, at Balchug - 15 mm.
