The North Koreanization of Russia is starting to roll.

#1  Implication is that this is draft evaders. It’d provide more insight if the number of Western nationals skipping town was broken out. Having worked in a number of countries under challenging circumstances it makes sense that there are certain benchmarks that companies use as a tell to repatriate personnel. Prudent companies turn over day to day ops to local managers and exfil high value management until a reasonable equilibrium point is reached. Fellow Rantburgers who have worked in Africa or the Stan’s may be familiar this pattern
