#1  Civies - the military has separate awards for combat and valor, administrative, and "been there, see it, done it" events. Those who wear their ribbons (like Milley) are just flashing their personnel file to others in that bubble rather than demonstrating their 'scars'.

The Meritorious Unit Medal goes to the units involved in a particular action. On the Army side of the house, those who were in those units when it was awarded, get to keep wearing it. Those not in the unit, but join the unit later get to wear it while assigned to the unit.
