#2  Goes way back to the 1950's and 1960's with the creation of "consolidated" school districts. Blue Bird bus company and large bureaucratic school administrations did well. Everyone else, not so much.

#1  Bussing probably contributed to Detroit's collapse as much as stupid politicans. Note well the upper and middle class Black flight seeking better education for their children.
