#8 Thanks, tw! a British government program called Prevent, which aims to dissuade people seen as vulnerable to radicalization. Given the end game, I'm guessing there wasn't much dissuasion, despite forms being filled and boxes checked. |

#4 As I understand, in the UK, Akram's file was closed or he was taking off whatever list he was on. I wonder if that kept him from showing up further down the pipeline into the US. |
