| #3 The only thing to do is also shut down the highways, then send Estimate Use Bills to all residents in affected area. This money would be earmarked to provide certain services during the shutdowns, such as pamphlets promoting the invaluable service of trans-genders in restoring power and transportation after emergencies, as well as giant bill-boards praising the various apparatchiks in Sacramento. |

| #1 Got to shut down power you know. Don't want to be sparking more fires. Wind, snow and cold. Someday, maybe, science and technology will get around to providing basic human needs like light and heat. |
