Note typo of omitting the word million on the 2018-19 budgets so $4.093 billion in 2019 and $4.045 billion in 2018.
SLS is the giant NASA rocket that will be outperformed by the new SpaceX and Blue Origin rockets. Cost assumed to be $1.5 billion per rocket but a guess as none yet launched. Orion is NASA's Deep Space (moon) space ship. It is not clear if one has yet been completed. Also, note that the yearly costs of either rocket tech-welfare program would pay for Trump's wall.
