#3  Perhaps she isn't even really in control? The Chinese could reinforce their control of Burma as a satellite by having people in the military continue the bullshit oppression (and that's all this really is, the continuation of what they did to the Karen and the Shan now against the Rohinga) and the result is that western governments actually reinforce the power of the military faction by isolating the civilian government.
