Who would nuke it? Certainly not Muslims, they love the place. Certainly not Christians as they are currently dismantling their religion for strange reasons.

I'd wager India or Israel would consider it if faced with extinction at the hands of Islamist but otherwise they are too civilized.

That leaves China and although they have Muslim problems I don't think the problems are really that much of a concern for them that they'd take it that far.

Saudi Royal family controls Mecca. I doubt they would ever do anything beyond restricting access but even that would be a powerful smack-down to those that oppose them.
