#1  Maybe we need to establish orphanages for the kids, possibly staffed by trained ex-gang members as they know what the alternative would be. Set up schools nearby. Teach the basics. Catholic school model works. Religious subjects can be omitted.

Or something.

What is needed is a stable home life for the kids, away from possible gang drug/money influences.
