| Baghdad refuses to meet to diffuse tensions with cash-strapped Kirkuk |

| [RUDAW.NET] Kirkuk officials have accused Baghdad of withholding the province’s budget share and refusing to sell its oil in retaliation for Kurds in the Provincial Council who hold the opinion that Kirkuk belongs to Kurdistan. The Kirkuk Provincial Council owes $240 million for electricity and other services and has had to stop work on some 400 projects as it faces a financial crisis. The council has tried to sit down with Baghdad to discuss issues three times but Baghdad has refused to meet them. |
