2. No mention of how much of the oil in place is recoverable.
If the 'pool' is just a fraction of a square mile and has low recoverability, it might not even be economic to develop. If it's multiple square miles and high recoverability it could be a good, solid discovery.
There was a small oil field in Sherwood Forest that was developed at great cost and speed (and secrecy) during WWII, and provided critical supplies immune to U-boats. It's quite a story - there should be a movie.
