[Inquirer] A top New People's Army commander in Bicol was captured by a joint military and police force in Matnog, Sorsogon. Arsenio Guelas, alias Gapa and Insoy, commanding officer of the provincial operational command, Komiteng Probinsya Sorsogon, was nabbed in Barangay Ginablan Occidental. He was charged with murder and frustrated murder, but other charges are pending.
