The goal is to release the 'political prisoners' not further detain them or add to their numbers. The other unspoken reality is, U.S. soldiers, Marines, and the DoD have no current authority [legal or otherwise] for 'summary execution' of terrorists, so there would eventually be captured enemy personnel to deal with if ground troops were employed in great numbers. |
