At least four people were killed and 44 were wounded after two bombs exploded Monday in the North Caucasus region, Russia's Ministry of Health's website says. The incident, which occurred in Dagestan's capital Makhachkala, caused significant damage. Security officials say they believe law enforcement officers may have been targeted because the explosion occurred outside a local marshal's building. One car bomb was discovered by a police patrol, who called in a unit to defuse it. Before they could do that, the bomb went off, but the explosion was minor. After a crowd of people had gathered, a second, more powerful device detonated, causing the casualties.
