They weren't controversial in the least -- BOTH sides knew exactly why the rules were proposed and what they were intended to do.

#6  If he objected to the EPA's handling he could easily tell Ms. Jackson to vacate her office within an hour. He's not serious. It's a campaign tactic to delay the job-killing actions he supports. God forbid this SCOAMF gets a second term

#3  the problem here is the Clean Air Act itself

The Act (as amended) requires the EPA administrator to set a standard that protects the most sensitive receptor with an adequate margin of safety.

Imagine if we had that standard for, say, speed limits or for appliance safety.
