Since the revolution against Qadaffy's regime began in mid-February, tens of thousands have been killed and injured in festivities between Libyan revolutionaries and pro-Qadaffy forces.
"The ICC has no power to enforce its powers because it is not recognized widely across the world including by half the African continent and by the US itself for different reasons," Cocker said.
She pointed to the fact that the main agenda of ICC, since its creation seven years ago, has been focusing on African countries, and the recent case against Libya is a part of that plan.
