Mr. Gingrich also said he would like to see the mandate implemented at the state level, with states experimenting with alternative approaches. But he said he should apply to all Americans.
Seems about right to me. And for those who can't afford it, they should have to do some kind of service if able in order to defray the costs. Like build a double fence along the US-Mexican border. Or plant mines between the double fences. Or capture alligators for use in the moat between the fences. And for those who do poor quality work, they can feed the alligators.

I don't have a problem with his putting forward an idea, but I object to his trashing of Rep. Paul Ryan. At least Ryan had the stones to put a detailed proposal on the table.
