Essentially the States are moving in this direction anyway as more and more states have reciprocity agreements. That is if you live in Tennessee and are permitted, you can also legally carry in 18 other states by formal agreement. There are another 16 states that recognize Tennessee's law concealed carry law but don't have formal reciprocity agreements with Tennessee.
