[Kyodo: Korea] North Korea said Saturday that South KoreaŽs participation in a U.S.-led effort to stop the trafficking of weapons of mass destruction would be ŽŽa declaration of warŽŽ against the country. A spokesman for the General Staff of the Korean PeopleŽs Army made the remark through the official Korean Central News Agency at a time when South Korea is expected to announce its plan to participate in the Proliferation Security Initiative as a full member.

#4  Right. Theyre in armistice. The Korean War is military conflict between North and South "with major hostilities lasting from June 25, 1950 until the armistice signed on July 27, 1953." Dress it up however, they're still two clicks away from going for full jugular.
