Now, Panama and Liberia seem more than willing to register ships for a nominal fee - maybe they could expand the business into issuing Letters of Marque, so you would have legal cover for your 5" gun.

Unlikely. Letters of Marque are issued by nations as an extension of their diplomacy, or rather, failure thereof. The Letter in essence creates an extension/auxiliary/militia of a national navy, with all the repercussions that derive from that.

If Panama or Liberia are lax in their ship registry, did it occur that the same laxness would take place in issuing such Letters? As in Somali pirates or an Al Qaeda outfit obtaining one?

If that occurs, then where in the legal spectrum does that place your armed yacht?

Depends on what you use to "blow them away". If you're talking heavy weapons, you'd run afoul of national laws regardless of what port in the world that you enter.

More likely, you'd just get yourself killed.
