#1 I don't think Rove was in charge of this for the primary reason that it was not well planned, nor was everyone working off the same sheet of music, and their was considerable hesitation in the execution. To me, this sounds like some lower level individual who is not an expert in planning, thought that he could do it as well as Rove. |
