However, they define sovereignty thus: one that exercises supreme authority within a limited sphere. The one (the sovereign), in this case, was Saddam and the boundries were already established when he murdered his way in to control. It's true that on two occasions he tried, unsuccessfully, to expand that limited sphere. But the sovereign of Iraq was Saddam. |
