The United States on Friday designated feared Chechen warlord Shamil Basayev a threat to US national security and imposed financial sanctions on him, including a freeze on his assets. Basayev âhas committed, or poses a significant risk of committing, acts of terrorism that threaten the security of US nationals or the national security, foreign policy or economy of the United States,â Secretary of State Colin Powell said. The blacklisting of Basayev under various executive orders signed by President George Bush in response to the September 11, 2001 terrorist attacks in the United States was announced in the Federal Register.
