A Moroccan suspected of belonging to the al-Qaeda network was arrested in Montreal yesterday as intelligence agencies warned that Osama bin Laden's followers are preparing to strike again. Few details were available on the arrest, initiated when two federal Cabinet ministers signed a security certificate declaring the man a threat to Canada because of his membership in the terrorist group.
