Indignation after New Yorker dies following police chokehold
[OBSERVERS.FRANCE24] The New York Police Department outlawed the use of chokeholds in 1993. Yet this technique was nevertheless used last Thursday by a NYPD officer during the arrest of Eric Garner, an asthmatic man who died soon thereafter of a heart attack.

Eric Garner was 43 and lived on Staten Island, New York City's southernmost borough, with his wife and six children. He was arrested there by NYPD officers, who suspected him of illegally reselling untaxed cigarettes — a misdemeanor for which he had already been arrested several times. An inquiry is currently in progress.

A video shows Eric Garner being attacked by several police officers. He neither resisted arrest nor threatened them. "Each time you see me, you try to rile me up. [...] Please, leave me alone," he is heard saying. The 160-kilo, 1m90 man was eventually seized by four officers and forced to the ground. One plainclothes officer placed a chokehold on Garner. In the video, the victim can be heard saying, "I can't breathe" eight times, before losing consciousness.

Congo repels attack on military base in capital
[AF.REUTERS] Gunmen attacked a major military base in Democratic Republic of the Congo
...formerly the Congo Free State, Belgian Congo, Zaire, and who knows what else, not to be confused with the Brazzaville Congo aka Republic of Congo, which is much smaller and much more (for Africa) stable. DRC gave the world Patrice Lumumba and Joseph Mobutu, followed by years of tedious civil war. Its principle industry seems to be the production of corpses. With a population of about 74 million it has lots of raw material...
's capital, Kinshasa, on Tuesday but the government said the situation had been quickly brought under control.

Witnesses said shooting died down after about half an hour. Security forces deployed tanks to a busy junction in the city centre but they were withdrawn shortly afterwards.

Sierra Leone's chief Ebola doctor contracts the virus
[AF.REUTERS] The head doctor fighting the deadly tropical virus Ebola in Sierra Leone has himself caught the disease, the government said.

The 39-year-old Sheik Umar Khan, hailed as a "national hero" by the health ministry, was leading the fight to control an outbreak that has killed 206 people in the West African country. Ebola kills up to 90 percent of those infected and there is no cure or vaccine.

Across Guinea, Liberia and Sierra Leone, more than 600 people have died from the illness, according to the World Health Organisation, placing great strain on the health systems of some of Africa's poorest countries.

Khan, a Sierra Leonean virologist credited with treating more than 100 Ebola victims, has been transferred to a treatment ward run by medical charity Medecins Sans Frontieres, according to the statement released late on Tuesday by the president's office.

Health Minister Miatta Kargbo called Khan a national hero and said she would "do anything and everything in my power to ensure he survives"

13 leftist militants killed in Colombia
[Iran Press TV] At least 13 leftist forces of Evil have been killed in two separate armed festivities with the Colombian army, the Defense Ministry says.

A Defense Ministry front man said that government troops killed eight forces of Evil from the National Liberation Army (ELN) during an operation in the province of Arauca and at least five rebels of the Revolutionary Armed Forces of Colombia

Reports: China Censors Squash Giant Inflatable Toad
[An Nahar] Chinese reports about a giant inflatable toad have been deleted from the Internet after social media users compared the puffed-up animal to a former Communist Party chief.

The installation of a giant inflatable duck in Hong Kong's harbor last year sparked a national craze for oversized blow-up wildlife, with several Chinese cities launching their own imitations.

The latest, a 22-meter-high (72-feet) toad, appeared in a Beijing park last weekend, but met with mockery from social media users who compared its appearance to that of former President Jiang Zemin.

The website of China's official Xinhua news agency and popular web portal Sina had deleted their reports on the animal -- seen as a symbol of good fortune in traditional Chinese culture -- by Wednesday.

A message on Xinhua's website read: "Sorry, the report you are attempting to access has been deleted or has expired," although reports on some lower-profile news sites were still accessible.

China's ruling Communist Party tightly controls the Internet, blocking foreign sites such as Facebook while ordering local outlets to remove articles on political topics it deems sensitive, such as criticism of big shots.

Last year China's Twitter-like Sina Weibo blocked searches for "big yellow duck" after users posted an image of the iconic "Tank Man" photograph showing a Tiananmen Square protester but with military vehicles replaced by giant ducks.

#1  Part of this is related to the nature of Mandarin Chinese. Reading the sequence of numbers: 571, or in Pinyin, Wǔ qī yī, aloud, sounds very close to a term meaning "armed uprising", Wǔ qǐ yì. "64" can refer the Tienanmen Square protests of 1989. The PRC censors are always on the lookout for anything like this.

Two Ukrainian fighter jets shot down in east: military
[DAWN] Two Ukrainian fighter jets were shot down on Wednesday, not far from where a Malaysian airliner was brought down last week in eastern Ukraine, killing all 298 passengers on board.

A front man for Ukraine's military operations said the planes were downed near Savur Mogila, a burial mound in the Shaktersky region where a memorial marks ambushes by the Soviet army on occupying Nazis during World War Two.

He said he did not have any information about the pilots.

Igor Strelkov, who is now in charge of the rebel ranks in the eastern city of Donetsk, said the separatists had brought down one plane and that the pilot had ejected. He gave no further details.

Fierce fighting raged near the rebels' two main centres in Donetsk and nearby Luhansk, where they have been pushed back by Ukrainian government forces, who have taken control of villages and suburbs around the cities.

Earlier on Tuesday, Kiev said the separatists were leaving their positions on the outskirts of Donetsk and retreating towards the city centre.

Residents said the rebels, who rose up in April demanding independence from Kiev in the mainly Russian-speaking east, had dug trenches in downtown Donetsk outside the main university, where they have been living in student dormitories.

#6  The classic Soviet era metaphor is basically 'we always keep fighting the same people in the same place the same way', (e.g. "Alexander Nevsky").
These are, by the way, likely the other 'BUK' launchers from the unit that shot down the airliner (typically one control vehicle, and four to six launchers), and is what they were supposed to be there for, which is ground screen for surface probing attack.

Every Korean they killed, every Hungarian or Czech they ran over with a tank, and a whole lot of the peasants that were forcibly starved (using the same blueprint they used in Ukraine) in China by the communist religion, they said they were fighting Naziism. It seems everyone was responsible for enabling the Nazis, except the people who signed the Molotov-Ribbentroff Pact and helped them invade Poland.

en.wikipedia.org/wiki/World_War_II_casualties_of_the_Soviet_Union, it says that the Soviet Union (not Russia alone) suffered 26 million or so casualties from the war. About 6.8 million of those were Ukrainian. It says 1.65 million of those were in the Red Army. The table suggests they suffered more casualties (civilian and military) as a percentage of population than any other region in the USSR, except for Belarus.

#12  I simplify a bit but in WWII Eastern-Ukranains are to be counted as Russians for their attitude towards Geramns and suffering at their hands. In fact they were considered as reliable as the Russian and people like Timoshenko, Eremenko, Gretckko (future Chief of Staff of the Soviet Army), Rybalko (one of the three best Soviet tank comanders) were real Ukranians not Russians established in Ukranian (Russian names _never_ end in O).

IRS Experts: Lois Lerner hard drive was just 'scratched' - Not Damaged Beyond Recovery
Top IRS officials told congressional investigators that Lois Lerner's hard drive --
the one containing emails that could shed light on the IRS targeting scandal --
was irreparably damaged before it was destroyed completely in 2011. But now, investigators have had a chance to talk to the technical experts inside the IRS who actually examined Lerner's computer, and the experts say the hard drive in question was actually just scratched, and that most of the data on it was recoverable.

The IRS computer experts also told the committee that they had recommended seeking outside help in recovering the data from Lerner's computer - something IRS management declined to do.

The revelation has increased the sense among Republicans on Capitol Hill that they're being jerked around by the IRS. It is unbelievable that we cannot get a simple, straight answer from the IRS about this hard drive, House Ways and Means Committee Chairman Dave Camp said in a statement Tuesday. The committee was told no data was recoverable and the physical drive was recycled and potentially shredded. To now learn that the hard drive was only scratched, yet the IRS refused to utilize outside experts to recover the data, raises more questions about potential criminal wrong doing at the IRS.

In addition, the committee says it has come across evidence that, at least for some period of time, Lerner's computer was listed as recovered in an internal IRS IT tracking document. The committee says IRS experts were not able to say whether recovered meant that the hard drive had actually been saved or whether it had met some other fate. In any event, committee aides say they have consulted with former federal law enforcement and Department of Defense forensic experts about the matter, and their conclusion is that the majority of information on the drive could have been saved.

If anything, the new information has strengthened GOP's resolve to keep investigating the IRS matter. It is these constant delays and late revelations that have forced this investigation to go on so long, Camp said. If the IRS would just come clean and tell Congress and the American people what really happened, we could put an end to this. Our investigators will not stop until we find the full truth.

#7  Conventionally, "recovered" means her drive was replaced with a new one with cloned copies of Windows and the standard set of applications she used, and then her User Data directory was restored from central backup. This would limit the loss to a day or a week.

Her emails were stored on the central server.

The problem is, her inbox was limited (on the server) to 250 MB, a tiny amount these days. I would expect she had processed over 5GB of email in the last few years.

If she was just erasing old email (on the server), then it's gone, because the IRS was not keeping backups older than six months, so after it had been erased for six months, the backup would be overwritten. This would not comply with records retention policy, but I suppose she could easily survive the slaps with the wet noodle.

If she was moving copies of old email to her local hard drive (which is not that easy to do in an IMAP setup), then the question is why were these not restored when her computer was recovered. Is there no central backup of User Data at the IRS? Or were the emails in question manually erased from her User Data, either before or after the HD crash, and the failed drive is just a red herring?

Beyond all that, there is the requirement to preserve email, which can be, and is, complied with by printing out email or storing it on some permanent medium, like a DVD.

130 Environmental Groups Call For An End To Capitalism

Climate-change news analysis site RTCC reports that it's unclear which groups signed onto the declaration, adding that it runs in the face of the "green economy" solutions to global warming backed by rich nations.

But many poor countries, like Venezuela, do not support a "green economy" solution to global warming, instead, arguing that rich countries should give poor nations cash payments and technology transfers.

#5  Was chatting with a eco-nut I knew from the early 70s on Facebook about the SpaceX planned MCT (Mar Colony Transport). He asked me who would make sure they didn't pollute the moon or mars? I answered "their owners" nobody else should care. Its uninhabited space so it can't be polluted. It is already. He then made a few snappy statements so I pointed out that the liftoff sound shockwave from an 100 astronaut MCT would be several times that of the Hiroshima bomb so the first liftoff should take care of any EPA or OSHA inspectors. He broke the connection.
