#5  In the National Guard, it depends on whether you are Title 10 activated or not. Posse Comitatus applies when its a Title 10 (Federal) activation. But dual or State activation PC does not apply, and Guard can do law enforcement - which is what happened during Katrina, with out of state Guard units carrying live rounds and patrolling for looters.

But Posse Comitatus only applies to enforcement of "Domestic" laws, so, arguably, border security is "international", not domestic. There is precedent: Exceptions exist for the Enforcement of federal law at the discretion of the President of the United States, such as with the 101st Airborne Division by President Dwight D. Eisenhower to integrate Little Rock Central High School in 1957, and for ISR activity for the DEA, DHS and counterterr activity.

Deputy Afghan FM Hekmat Karzai resigns citing ‘serious opinion differences’
[Khaama (Afghanistan)] The Deputy Afghan Foreign Minister Hekmat Khalil Karzai has resigned from his position citing the existence of ’serious opinion differences’ with the government of national unity.

In his resignation letter to President Mohammad Ashraf Ghani

, Mr. Karzai has said he would prefer to remain alongside the people and resign from his position due to the existing differences in opinions with the government’s leadership.

Karzai further added that the existing differences have limited the working space for him to continue to his work for the national benfits of the country.

He also added that such differences would have negative impacts on his services to continue to his work to defend the basic rights of the Afghan people, emphasizing that he would rather remain on the side of his people considering the current situation.

Mr. Karzai has not elaborated further in this regard with the Office of the President, ARG Palace, yet to comment in this regard.

Kenyan Soldier Appears In Court Over Kidnapping Of Three Somalis
[RADIOSHABELLE] A Kenyan Military soldier was arraigned in court over kidnapping charges on Wednesday.

Mr. ABdi was detained alongside Abdi Hamid ‐ a Kemu student.

The others arrested at Eastleigh Section 3 are Abdikalif Mohammed Noor, Ahmed Abdullahi Abdi ‐ driver, and Salah Abdi.

According to a statement by Directorate of Criminal Investigations (DCI), the suspects were demanding a ransom of Sh5,000 ($50) from the abductees.

"The soldier, No. 95592, Private Mohammed Sharmake Abdi of Kahawa Barracks, Abdi Hamid Mohammed Abdi a Student at the Kenya Methodist University, Mr. Abdikalif Mohammed Noor, Ahmed Abdullahi Abdi, and Salah Abdi were accused of kidnapping three persons in Eastleigh," the DCI said in the statement.

Three victims were freed after the recorded statement at DCI Centre.

"The three victims of the kidnap ordeal were released," DCI said.

According to the court, hearing their case has been moved to next month after the prosecution urged the court for time to conclude the investigations.

Sisi extends Egypt's state of emergency for three months
Unexpectedly.
[AlAhram] Egyptian President Abdel-Fattah El-Sisi has extended a nationwide state of emergency for three months, effective from October 15, the official state gazette said on Monday.

The state of emergency was first imposed in April 2017 after two church bombings which killed 47 people. It has been continually extended since.

El-Sisi issued a decree on Monday ordering the new extension.

John Brennan Claims The WH and Sauds Are Working Together 'To Concoct Story' About What Happened to Khashoggi
[Daily Caller] Former CIA Director John Brennan, during an interview on MSNBC Wednesday night, claimed the White House and the Saudis are working together to "concoct a story" about what happened to Washington Post journalist Jamal Khashoggi, and urged Congress to "hold the administration’s feet to the fire."

In an interview discussing the disappearance of Khashoggi on "All In" with Chris Hayes, the host told Brennan, "It also seems now we’re in this surreal and morally horrific situation in which the White House and the Saudis seem to be trying to sort of figure out what story they can come up with that they can both have plausibility for Mohammad bin Salman."

Brennan agreed, stating, "Yes, and their challenge is that they don’t know the full extent of what the U.S. Intelligence agencies and the Turks know. So I’m sure that they have been working to try to concoct a story that’s going to stand up to the scrutiny that will be immediately put on it. And so how can they claim then that Mohammad bin Salman had no responsibility whatsoever? And is he looking for the scapegoats inside of Saudi Arabia? Has he already taken action against them to silence them? Even if he does that though, if U.S. Intelligence has damning authorization about his role, or his authorization his story is going to fall apart."

Jamal Khashoggi disappearance: US asks Turkey for recording evidence
[BBC] The US has asked Turkey for a recording said to provide strong evidence that missing Saudi journalist Jamal Khashoggi was killed at the Saudi consulate in Istanbul.

"We have asked for it, if it exists," President Donald Trump told reporters at the White House.

Mr Khashoggi has not been seen since entering the building on 2 October. Saudi Arabia denies killing him.

Mr Trump denied he was trying "to cover" for Saudi Arabia.

Meanwhile, the Washington Post has published the last column Mr Khashoggi wrote before his disappearance on the importance of a free press in the Middle East.

He said that the total number of permits between 2015 to 2018 amount to 32,445.

Maliki also showed videos of Houthi militias violating international humanitarian laws by using mosques and schools to protect themselves from being targeted. He also showed how they plant mines on public roads and residential areas.

Maliki said that they were able to remove 2,020 mines and bombs in the second week of October. He added that the total Houthi casualties between October 8 and October 10 reached 811.

Five hundred federal police officers in riot gear arrived on Wednesday in Tapachula, Chiapas on the border with Guatemala, where some 4,000 migrants are now marching northward.

The presence of federal forces on the southern border of the country is not to stop migrants from crossing the border, but to help immigration officials maintain order, Mexican Federal Police Commissioner Manelich Castilla Craviotto told Noticeros Televisia.

S. Korea Refuses Refugee Status for nearly 400 Yemenis
[AnNahar] Nearly 400 Yemenis were denied refugee status by South Korea on Wednesday, months after their arrival on the resort island of Jeju triggered a populist outcry.

Ethnically-homogenous South Korea grants refugee status to only a tiny fraction of those who apply, despite having been ravaged by war itself within living memory.

About 500 people from the conflict-plagued Middle Eastern state arrived on Jeju earlier this year, taking advantage of the visa-free access the southern island offers to encourage tourism.

Their arrivals triggered a wave of anti-immigrant sentiment in the South, where only around four percent of the population are foreigners, mostly from China and Southeast Asia, and discrimination against migrant workers is widespread.

Many opponents cited the Yemenis' Moslem religion and nearly 700,000 people -- a record -- signed a petition on the presidential website urging tightening of what are already some of the world's toughest refugee laws.

The Jeju visa exemption rules were rapidly changed to exclude Yemenis.

A total of 481 Yemenis formally applied for asylum. Of those, 34 were rejected outright on Wednesday, the justice ministry said, and 339 were given humanitarian stay permits, allowing them to remain in the country for a year. Those whose claims were rejected outright may appeal.

Decisions were deferred on 85 others. Last month an initial 23, mostly families with children or pregnant women, were given the stay permits, which need to be renewed every 12 months and can be refused if the security situation in Yemen

None of the applications for refugee status have so far been successful.

Twitter releases 10 million tweets from foreign influence efforts
[AlAhram] Twitter on Wednesday released data on foreign influence campaigns on its platform showing some 10 million tweets, mostly from Russia, dating back as far as 2009.
Golly — that was mostly on President Barack Hussein Obama’s watch. Why did he do nothing about it?
Caliphornia, an impregnable bastion of the Democratic Party,-based Twitter said it was releasing detailed data on previously disclosed misinformation efforts to allow researchers to gain more insight into the campaigns.

"In line with our strong principles of transparency and with the goal of improving understanding of foreign influence and information campaigns, we are releasing the full, comprehensive archives of the tweets and media that are connected with these two previously disclosed and potentially state-backed operations on our service," said a statement from Twitter trust and safety chief Vijaya Gadde and site integrity head Yoel Roth.

"We are making this data available with the goal of encouraging open research and investigation of these behaviors from researchers and academics around the world."

Twitter last year banned some Russia-based accounts accused of spreading misinformation during the 2016 US election, and earlier this year acknowledged that hundreds of accounts from Russia and Iran were engaged in manipulation efforts.

Facebook has uncovered similar efforts and has stepped up its efforts to curb foreign influence.

In Wednesday's statement, Twitter said influence campaign efforts came from 3,841 accounts originating in Russia, and 770 potentially originating in Iran.

They included more than 10 million tweets and more than two million images and videos from as early as 2009.

"It is clear that information operations and coordinated inauthentic behavior will not cease," Twitter said.

"These types of tactics have been around for far longer than Twitter has existed -- they will adapt and change as the geopolitical terrain evolves worldwide and as new technologies emerge. For our part, we are committed to understanding how bad-faith actors use our services."

Researchers at the Atlantic Council, who had early access to analyze the Twitter data, the influence campaigns sought to exploit vulnerabilities in a polarized electorate.

"The Russian and Iranian troll farm operations show that American society was deeply vulnerable, not to all troll farm operations, but to troll accounts of a particular type," said a blog post from the group's Digital Forensic Research Lab.

"That type hid behind carefully crafted personalities, produced original and engaging content, infiltrated activist and engaged communities, and posted in hyper-partisan, polarizing terms."

Australia toys with immigrant ban for big cities
[AsiaTimes] A government proposal to stop permanent migrants from settling in Australia’s largest urban centers represents the latest salvo in an increasingly politicized debate on immigration and the country’s future as a multicultural melting pot.

Alan Tudge, the federal minister overseeing cities, urban infrastructure and population issues, floated the idea of relocating migrants as a way of easing growth pressures on Sydney, Melbourne and south-eastern Queensland, which attracted almost 90% of new settlers in 2017.

“We are working on measures to have more new arrivals go to the smaller states and regions and require them to be there for at least a few years,” Tudge said, adding that the objective was to “match the skills of new migrants with the skill shortages in rural and regional Australia.”

Tudge suggested that visa conditions could apply for as many as 45% of permanent migrants, equivalent to about 70,000 arrivals on 2017 levels. Demographers, however, have already dismissed the proposal as unworkable and a misguided policy option.

Asians, who accounted for 56% of Australia’s migrant intake in 2016-17, would be among those worst affected by such a policy if implemented. Most tend to live close to family and cultural networks in either Sydney or Melbourne.

There were 58,232 permanent settlers from southern and central Asia over that period — mostly Indians, Iraqis and Syrians — 37,235 from northeast Asia (mainly from China) and 31,488 Southeast Asians (the Philippines, Vietnam, Malaysia, Thailand, Indonesia, Singapore and Myanmar).

The fact that Tudge unveiled the plan in a speech to members of the ruling Liberal Party at the conservative Menzies Research Center suggests it was more of a political statement than a serious policy shift.

The party’s right wing wants to curb migration and Liberal leaders are trying to mend rifts caused by the August dumping of Malcolm Turnbull as prime minister.

Other cabinet ministers have not publicly backed the plan, and Prime Minister Scott Morrison was scathing of such relocation strategies when they were suggested by the then-Labor Party government in 2010.

“So to hold out some false hope that this problem’s going to be solved because a population minister is going to fantastically move people around … is I think unfair to the Australian people to suggest that that is a realistic option, certainly in the short or medium term,” he said.

Trump: U.S. Requests Audio, Video Said to Show Khashoggi's Murder
[National Review] President Trump said Wednesday that the U.S. has requested audio and video recordings that reportedly show the horrific death of Saudi Arabian Washington Post columnist Jamal Khashoggi inside the Saudi consulate in Istanbul.

"We’ve asked for it, if it exists," Trump told reporters in the Oval Office. "We will probably know that by the end of the week," he said.

Pro-government Turkish media released what are claimed to be descriptions of the audio recordings on Wednesday, just as Secretary of State Mike Pompeo visited Turkey to discuss the incident with Turkish officials.

Khashoggi is caught on tape being interrogated as his fingers are cut off before he is dismembered and beheaded, according to the Turkish newspaper Yeni Safak, which reports Saudi Consul General Mohammed al-Otaibi telling the killers, "Do this outside; you’re going to get me in trouble."

Khashoggi, a former adviser to Saudi intelligence who became an outspoken critic of the country’s regime and was living in the U.S. before his disappearance, entered the consulate in Turkey on October 2 to finalize divorce paperwork so he could marry his fiancée, but was never seen exiting as has been missing since.

2 journalists face jail over criticism of US pastor’s trial
[ENGLISH.ALARABIYA.NET] Two Ottoman Turkish journalists have been charged with insulting the Ottoman Turkish nation and institutions for suggesting that a Ottoman Turkish court may not have acted independently when ruling in the case against an American pastor.

Duygu Guvenc and Alican Uludag, from the opposition Cumhuriyet newspaper, face maximum two years in prison for articles published in July after U.S. pastor Andrew Brunson, who was at the center of a Ottoman Turkish-U.S. diplomatic dispute, was released to house arrest after almost two years in jail.

The two journalists reject the charge. Guvenc says Monday "we used our constitutional right to criticize decisions as journalists."

The pastor, who was accused of terror-related charges, was convicted Friday yet released from custody for time served. He has returned to the United States.

Pakistan: gets a hardline spy master to head the ISI
[ATIMES] Lieutenant General Asim Munir is considered a deeply religious man close to the Army chief whose experience in Gilgit-Baltistan, overlooking the China-Pakistan Economic Corridor, led to the appointment.

Former Military Intelligence chief Lieutenant General Asim Munir has been appointed as director-general of Pakistan’s spy agency, the Inter-Services Intelligence (ISI). Munir will formally take over the position on October 25, following the retirement of Lieutenant General Naveed Mukhtar.

The announcement comes a couple of weeks after Munir’s promotion to be a three-star general. With Lieutenant General Mukhtar set to retire at the end of this month, Munir was considered a front-runner to become Pakistan’s next spymaster.

Haley: U.S. Will 'Continually' Remind UN That Palestinians Aren't 'Any State at All'
[PJMedia] The Palestinian Authority won a Tuesday vote to lead the G77 group of developing countries at the United Nations, while the United States said no such move could be supported because no Palestinian state has been admitted as a member state.
But Israel is. So sad.... not
As the PA leads the G77 next year, though, it will essentially be acting like a full UN member.

The United States, Israel and Australia voted against the PA's chairmanship, while 146 countries voted in favor, 15 abstained, and 29 countries didn't vote.
Remind me... why are we still in the UN and fund this abomination?
"Australia's decision to vote no on this resolution reflects our long-standing position that Palestinian attempts to seek recognition as a state in international fora are deeply unhelpful to efforts towards a two-state solution," Australian UN Ambassador Gillian Bird told the General Assembly.

Deputy U.S. Ambassador to the UN Jonathan Cohen said that the U.S. "cannot support efforts by the Palestinians to enhance their status outside of direct negotiations."

"The United States does not recognize that there is a Palestinian state and notes that no such state has been admitted as a UN Member State. Therefore, we strongly oppose the Palestinian election as Chair of the G77, as well as this so-called enabling resolution," he said.

"If this misguided resolution is adopted, the United States will leave no doubt about where we stand," he added in remarks to the General Assembly. Ambassador Nikki Haley affirmed in a statement that "the Palestinians are not a UN member state or any state at all" and vowed "the United States will continually point that out in our remarks at UN events led by the Palestinians."

The Treasury action followed a Pentagon decision on Oct. 11 targeting a financial group supporting Islamic State. The Treasury said the moves are part of a broader US effort to target a network of money services businesses that enable Islamic State to carry out operations across the Middle East.

In September, US Treasury took action against Islamic State financial controllers with ties in the Caribbean and the Middle East. It took action against a money exchange group in Syria in December 2016.

In May 2018, Afaq Dubai was one of three money exchanges that received $3 million from a Jordan-based ISIS financier, according to the US Treasury.

The Iraq-based business is part of a complex financial network ISIS operates across the Middle East, said Sigal Mandelker, Treasury under secretary for terrorism and financial intelligence.

"Even as ISIS’s hold on territory is eliminated, we will continue to search for and shut down illicit financial networks ISIS utilizes to fund terror attacks and sustain operations," said Mandelker.

The designation follows on the heels of arrests of ten suspected ISIS financiers in Erbil and Baghdad. They were allegedly members of the al-Rawi financial network.

Jordan says nearly 300 Syrian White Helmets leave for West

Closer look at Iran’s Basij wings targeted in latest bout of US sanctions
[ENGLISH.ALARABIYA.NET] The US Treasury announced new sanctions on Iran on Tuesday, including sanctions on an Iranian tractor manufacturing company and a steel company among other firms.

The Treasury imposed sanctions on a multibillion-dollar financial network that supports an Iranian paramilitary force that recruits and trains child soldiers for the country's powerful Islamic Revolutionary Guard Corps (IRGC).

The Bonyad Taavon Basij network supports a volunteer paramilitary group, the Basij Resistance Force, which works with the IRGC, Treasury said in a statement.

The sanctioned entities are: Andisheh Mehvaran Investment Company, Bahman Group, Bandar Abbas Zinc Production Company, Bank Mellat, Bonyad Taavon Basij, Calcimin Company, Esfehan’s Mobarakeh Steel Company, Iran Tractor Manufacturing Company, Iran’s Zinc Mines Development Company, Mehr Eqtesad Bank, Mehr Eqtesad Financial Group, Negin Sahel Royal Company, Parsian Bank, Parsian Catalyst Chemical Company, Qeshm Zinc Smelting And Reduction Company, Sina Bank, Tadbirgaran Atiyeh Investment Company, Taktar Investment Company, Technotar Engineering Company and Zanjan Acid Production Company.

Trump withdrew the United States from the 2015 nuclear deal between Iran and world powers in May, and his administration re-imposed a round of sanctions on the Islamic republic in August.

Another round of sanctions is expected at the beginning of November.

[OUTLINE] Staffan de Mistura announced Wednesday he will resign as UN envoy to Syria, becoming the third person to quit the post after years of fruitless efforts to end the country's war.

De Mistura, who said he was leaving for "purely personal reasons", organised nine rounds of indirect negotiations in Geneva and Vienna between the warring parties, without results.

The war, which broke out in March 2011, has left 360,000 dead and displaced more than half of the population, millions of whom have fled the country.
